Within the framework of 2020 Public Investment Budget, The Mayor of Babessi Council, Contracting Authority hereby launches an Open National Invitation to Tender for the Electrification of Tohwainsaih Quarter in Babungo Village, Babessi Sub Division, Ngoketunjia Division of the North West Region.

Work to be done consists of
Construction ofan MV/LV Three phase line on a distance of 600m With 3x54.6 mm2 Almelec
Cable And 3x50mm2+2EP+lNP Aluminum Twisted Cable.
Construction of an LV Three phose lineona distance of 1,350m with 3x50mm-+2EP+l NP twisted Aluminum cable.
> Supply and Installation of a H61- 100KVA/30KV transformer.
> Installation of Four (04) control connections with complete ENEO subscription and connection set with a single phase meter ENEO board.
The Sundry expenses will consist of:
> Clearing and pruning 8m width on each side of the network.
> Transportation of wooden poles, materials and workers.

The estimated cost after preliminary studies is 37,527,000 FCFA(Thirty-seven million five hundred and twenty-seven thousand FCFA)

The work is as follows:

Participation to this Invitation to Tender is opened to Cameroonian enterprises that ore in compliance with the Cameroon laws.

Works which form the subject of this Invitation to tender shall be financed by the PIB MINDDEVEL 2020.Budget head number 54 32 64 16 09 2254

The maximum deadline provided by the Delegared Contracting Authority for the execution of the works forming the subject of this Invitation to Tender is three (03) months

Each bidder must include in his administrative documents, a bid bond issued by a first-rate banking establishment approved by the Ministry in charge of Finance and whose list is found in document No. 12 of the Tender File, of an amount of 750,540 (Seven hundred and fifty Thousand five Hundred and forty FCFA) and valid for thirty(30) days beyond the date of validity of bids

Under penalty of being rejected, only originals or certified true copies signed by the issuing service or administrative authorities (Senior Divisional Officer, Divisional Officers) must imperatively be produced in accordance withthe Special Regulationsof the Invitation to Tender.
Theymust obligatorily not be older than three (3)months preceding the date of submission of bids or may be established after the signature ofthe tender notice
Any bid not in compliance with the prescriptions of the Tender Fileshall be rejected. This refers especially to the absence of a bid bond issued by a first-rate bank approved by the Minister in charge of Finance. .

Evaluation criteria
The bids shall be evaluated according tothemain criteria asfollows:

A. Eliminatory criteria

1. -Absence or non-conformity ofon element in the administrative fileIn conformity with article 92(9) of the code;
2. -Deadline for delivery higher than prescribed;
3. -False declaration or falsified documents;
4. -Absence or Insufficient bid bond;
5. -A bid with the external envelope carrying a sign or mark leading to the identification of the bidder;
6. -Incomplete financial file;
7. -Change of quantity orunit;
8.-Non respect of 23/27 (85%) of essential criteria;
B. Essential criteria
1- General presentation of the Tender Files;
2- Financial capacity;
3- References of the company in similar achievements;
4- Quality of the personnel;
5- Technical organization of the works;
6- Safety measures on the site;
7- Logistics;
8- Attestation and report of site visit;
9- Special Technical Clauses initialed inall the pages;
10-Special Administrative Clauses completed and initialed in all the pages.

This evaluation will be done ina binary way (yes) or (no) with an acceptable minimum of 23/27 (85%) of the essential criteria taken in account.
The Contract wiil be awarded to the bidder who would hove proposed the offer with the lowest amount, in conformity with the regulations of the Tender Documents and having satisfied to 100% of the eliminatory criteria and at least 23/27 (85%) ofthe essential criteria.

Bidders will remain committed to their offers for sixty (60) days from the deadline set for the submission of tenders.
