1.Objet New(Additif)

Within the framework of the 2020 Public Investment Budget, the DIRECTOR OF LINAFI
hereby launches by Emergency Procedure an Open National Invitation ta Tender FOR
LAYING OF OPTICAL FIBRE (PHASE ONE AT THE LIMBE NAUTICAL ARTS AND
FISHERIES INSTITUTE (LINAFI)

2.Consistance des prestations New(Additif)

The works comprise the outcome of the preliminary studies carried out and the detailed informations provided in the technical specifications. (Document V)

3.Cout Prévisionnel New(Additif)
  1. 1.           The estimated costs after preliminary studies are; : 9,100,000 FCFA
4.Participation et origine New(Additif)

The tender is open to duly Iegalized Cameroonian enterprises that fulfill the requirements of this invitation to tender

5.Financement New(Additif)

The works which form the subject of this invitation to tender shall be financed by Public Investment Budget of the 2020 financial year for LINAFI;

6.Consultation du Dossier New(Additif)

Interested eligible bidders may obtain further information during working hours as from the date of publication of this tender notice, at the Director's Office LINAFI

7.Acquisition du Dossier New(Additif)

The complete tender file may be obtained from the Director's Office LINAFI upon presentation of a treasury receipt attesting to the payment of a nonrefundable sum of : 15,000 FCFA at the Limbe Treasury. (7:30am to 3:30pm)

8.Remises des offres New(Additif)

Each bid drafted in English or French in seven (07) copies including the ori3inal and six (06) copies marked as such, should rcach the Director's Office LINAFI on /2020 at 10.00am local time and labeled.

-           Enveloppe A : Administrative Document;

-           Enveloppe B : Technical Document ;

Enveloppe C : Financial Document.

NB: These three (03) envelopes shall be put in the forth envelope and shall be the only one to have the label mentioned below

9.Delai de Livraison New(Additif)

Three (03) months for Lot 1.

10.Cautionnement Provisoire New(Additif)

Each bidder must include in his/her administrative documents a bid bond issued by a first rate bank approved by the Ministry in charge of finance and recognized by COBAC (Commission Bançaire pour l'Afrique Centrale) featuring on the list in Document 12 of this tender file of an amount of : 182,000 FCFA.

Each bid drafted in English or French in seven (07) copies including the ori3inal and six (06) copies marked as such, should rcach the Director's Office LINAFI on /2020 at 10.00am local time and labeled.

12.Ouverture des Plis New(Additif)

The bids shall be opencd in a single (01) phase on2ide3/2020 at 11.00arn local time by the Fako Divisional Tenders Board in the office of the President, located at the Finance Building. Only bidders may attend or their duly accreditcd representatives with Power of Attorney.

13.Critères d'évaluation New(Additif)

Bids shah be rejected when:

1-        There's absence of any administrative document

2-        There's any fake document, False declaration or forged document

3-        fhere's absence of quanti fied unit price

15.2: MAIN QUALIFICATION CRITERIA:

The criteria relating to the qualification of candidates will indicatively be on the following:

1- Turnover at least: : 9,000,000 FCFA                                                       Yes / No

2-        Attestation of Solvency from a recognized bank not less than : 5,000,000 FCFA

3-        Enterprise's refcrences

4-        Methodology

5-        Aval labi lity of rnaterial and essential equipment

6-        Experience of supervisory staff

NB: Non-respect of two (02) of the Qualification criteria shah! entai! rejection of the bid.

NB: The marking scale for offers hy scoring of points is banne(' in favor of the hinary method (Yes or No).

14.Attribution New(Additif)

- The Contract shall be awarded to the lowest bidder fulfilling the best technical and financial conditions.

15.Durée Validité des Offres New(Additif)

Bidders shall be bound by their bids for a validity period of 90 (ninety) days with effect from the date of opening of bids.

16.Renseignements Complémentaires New(Additif)

Complementary technical information may be obtained from the Director's Office LINAFI; from Monday to Friday bctwcen 7.30 am and 3.30pm. Tel: 682 86 37 66
