Within the framework of 2020 Public Investment Budget, The Mayor of BABESSI Council, Delegated Contracting Authority hereby launches an Open National Invitation to tender for the construction ofsomeboreholes equipped with manual pumps in some localities ofthe municipality of Babessi council area (Tsenka, Nchingong, Quebissi), Ngoketunjia Division of the North West Region.

Work to be done consists of the following activities:
• Site installation;
•Drilling works;
• Design, cleaning, development and pumping test;
• Structure and manual pump installation;
• Training on maintenance and operation.
• Technical report of completed project

The estimated cost after preliminary studies is as follows:

The works are in three lots and a bidder may be awarded all the three lots.

Participation to this Invitation to Tender is opened to Cameroonian enterprises that are in compliance with the Cameroon laws.

Works which form the subject of this Invitation to tender will be financed by the 2020 Public Investment Budget of the Ministry of Water Resources and Energy. With Budget Head N°: 543242303 64 16 09 2246

The maximum deadline provided forby the Contracting Authority shall be one hundred and twenty (120) days fromthe date of the notification ofthe service order for work to start.

Each bidder must Include inhis administrative document, a bid bond issued byafirst rate-bank banking establishment approved bythe Ministry in charge of Finance in conformity with COBAC  conditions, whose listis found In document No. 12 of the tender file of an amount of FCFA 170 000 (one hundred and seventy thousand CPA francs) per lot, and valid for thirty (30) days beyond the date of validity of bids.

Under penalty of being rejected, only originals or certified true copies signed by the issuing service or administrative authorities (Senior Divisional Officer, Divisional Officers) must imperatively be produced in accordance with the Special Regulations ofthe invitation to Tender.
Theymust obligatorily not be older than three (3)months preceding the date of submission of bids or may be established after the signature ofthe tender notice
Any bid not in compliance with the prescriptions of the Tender Fileshall be rejected. This refers especially to the absence ofabid bond issued by a first-rate bank approved by the Ministerin charge of Finance.

Evaluation criteria
The bids shall be evaluated according tothemain criteria asfollows:
A. Elimlnalory criteria
1. Absence or non-conformity of an element in the administrative file in confoimlty with article 92(9) of the code;
2. False declaration or falsified documents;
3. Absence or insufficient bid bond;
4. Incomplete financial file,
5.Omission of a unit price in the financial bid;
6.Scorelessthan 20/25 (80%).
B. Essential criteria
1- General presentation of the tender files;
2- References of the company in similar achievements;
3- Quality of the personnel per lot requested;
4-Technical organization of the works;
5- Logistics;
6- Financial capacity;
7- Attestation and report of site visit
8- Special Technical Clauses initialed in all the pages;
9- Special Administrative Clauses completed and initialed in all the pages;

This evaluation will be done in a binary way(yes)or(no) with an acceptable minimum of 20/25 (80%) of the essential criteria taken in account.
The Contract will be awarded tothe bidder who would have proposed the offer with the lowest amount. In conformity with the regulations oftheTender Documents and having satisfied to 100% of the eliminatory criteria and at least 20/25 (80%) of the essential criteria.

Bidders will remain committed to their offers for sixty(60) days from the deadline set for the submission of tenders.
