CONSTRUCTION OF A BLOCK OF TWO CLASSROOMS AT GBHS FONTEM IN FONTEM SUB DIVISION
The works comprise the output of the preliminary studies carried out and the detailcd information provide in the technical specifications and the quantitative estimatcs.
The works which form the subject of this invitation to tender shall bc financed by Public Invest Budget of the 2020 financial year.

The complete tender file may be obtained from die Office of the Senior Divisional Officer
(Prefecture) Lebialem, upon presentation of a treasury receipt attesting to the payment of a non refundable sum of 40,000 FCFA, at the Divisional Treasury Fontem.
Each bid drafted in English or French in seven (07) copies including the original and six (06) copies marked as such, should reach the Secretariat of the Senior Divisional Office for Lebiaiem in Menji, not later than 20/04/2020 At 10am local time and labeled.
The maximum period provided for the execution of the works is fixed at Three (03) months.
Each bidder must include in his/her administrative documents a bid bond issued by a first
rate bank approved by the Ministry in charge of finance and recognized by COBAC
(Commission Bançaire pour l'Afrique Centrale) featuring on the list in Document 12 of the tender file of an amount of 440 000FCFA with a validity period of ninety (90) days from the date the bid is opened.
Under penalty of rejection, the required administrative documents must be imperatively produced as original documents or photocopies certified as authentic by the issuing authority, in accordance with the Special Regulations of the Invitation to Tender, within the last three months, otherwise they shah not be accepted.
Any bid not in compliance with the specifications of this tender notice and file shah be declared inadmissible. Notably;

- ADMISSIBILITY OF OFFERS:
The bids shall be opened in single (01) phase on 20/04/2020 at 12noon local time by the Tender Board of the Delegated Contracting authority in the Conference Hall of the Senior Divisional Office (Prefecture) for Lebialem in Menji, in the presence of the bidders or duly authorized representatives having full knowledge of the file.
The maximum period provided for the execution of the works is fixed at Three (03) months.
- A) MAIN ELIMINATORY CRITERIA: Bid shall be rejected when:
- lack bid security
v Absence of quantified unit prices
v Technical evaluation mark less than 70% 11. B) MAIN QUALIFICATION CRITERIA:
- Done projects Totaling 80 million FCFA during the past 3 years Yes / No
- Access to credit or other fmancial sources Yes / No
- Has done similar job before yes / No
- Antecedents of non-execution of contract or pending disputes Yes / No
- Availability of material and essential equipment Yes / No
- supervisory staff with at least Pive years' experience in building construction of Yes / No
The Delegated Contracting authority shall award the contract to the bidder whose bid was judged essentially in conformity with the Tender File and who has the rcquired technical and financial capacities to execute the contract satisfactorily and whose offer was evaluated as the lowest by including, where necessary, proposed rebatcs
Bidders shall be bound by their bids for a period of 90 (ninety) days with effcct from the date of opening of bids
