The National Port Authority (NPO) hereby launches, on behalf of that organisation, an open national invitation to tender for the security services of its structures.
Services to be provided under this invitation to tender concerns security services at the National Port Authority in one unique lot divided as:
The technical specifications of such services are contained in Document N° 5 of this tender entitled « Description of the provision ».
The estimated cost of the project is CFA 33,000,000 (thirty three million) francs.
The work under this invitation to tender is constituted of two (02) batches. Each bidder can make an offer for the two batches or for one of his choice.
Participation in this tender shall be open on equal terms, to contractors settled in Cameroon, with recognized expertise and meeting the conditions provided by the existing regulation.
The services to be provided shall be financed by the National Port Authority, 2017- 2018 budget, accounting code n° 612 060, programme n°3.

The time envisaged for the execution of services is two years, 2017 and 2018.

Each bidder shall include in their administrative document a bid bond amounting to FCFA 600,000 (six hundred thousand) Francs with a thirty days (30) validity after the entry into force of the request for quotation, and issued by a first-rate financial institution approved by the Ministry of Finance, the list of which is contained in Document 11 of the tender file (DAO).
Subject to rejection, only the originals of the other administrative documents or true copies thereof certified by the issuing services or by an administrative authority (Governor, Divisional Officer and Sub- divisional Officer) shall be accepted, in accordance with the specifications of the Special Tender Regulations.
Such documents shall be dated less than three (03) months previous to the date of their submission or must have been established after signature of this tender invitation.
The opening of bids shall be done in two phases.
The opening of administrative documents and technical bids shall take place the same day on05th December 2016 at14.am/pm, local time and shall be led by the APN Tenders Board in the Conference hall of the National Port Authority, at 900, Winston Churchill Avenue, Hippodrome-Yaounde. The opening of financial bids shall take place later.
Only bidders or their duly authorised and well-informed representatives shall attend these sessions.
12. Eliminatory criteria
The eliminatory criteria shall be as follows:
- False declaration, substituted or forged administrative documents;
- Absence of administrative documents;
- Technical mark of less than 80/100;
- Presence of financial information in the administrative file and technical bid;
- Non production in six (06) copies of the tender ;
- Non presentation of the original of the bid bond ;
- Non production of an agreement signed by the competent authority
Subject to rejection, the non respect of one of these criteria
13. Essential criteria
Bids shall be evaluated according to the following criteria:
- Presentation of tender (compliance of the composition according to the prescriptions of the tender, documents
in order, inserts with tabs) YES /NO
- Compliance of the services with technical specifications of the tender YES/NO
- Modus operandi for the fulfillment of the services YES/NO
- Company reference and its personnel YES/NO
TOTAL 100 marks
Financial criteria: the contract shall be granted to the contractor with the lowest bid by combination of technical and financial criteria.
The evaluation criteria are detailed for each batch, in sub-criteria in the Special Tender Regulations (RPAO, Document 3).
