Within the framework of 2016 Investment Budget, The General Manager of UNVDA Ndop, Contracting Authority hereby launches an Open National Invitation to tender FOR THE REHABILITATION OF CULVERT CROSSINGS IN UNVDA FARMLAND.
Work to be done consists of the following:
Estimated cost :The estimated costs are stated as follows:
• Lot 1: 12 000 000 (Twelve million) CPA francs
• Lot 2: 12 000 000 (Twelve million) CFA francs
• Lot 3: 12 000 000 (Twelve million) CFA francs
Lots: The works are in three (03) lots as follows:
A bidder may tender for all the lots but cannot be awarded more than one.
Participation to this invitation to tender is open to Cameroonian enterprises that are in compliance with the fiscal laws
Works which form the subject of this invitation to tender shall be financed by PIB- MINADER 2016, budget head.

Each bid drafted in English or French in seven (7) copies comprising the original copy and six (6) copies labeled as such and sealed, must reach the UNVDA Ndop, General Secretariat not later than 15/12/2016 at 10:00a.m, and shall be labeled as follows:

"TO BE OPENED ONLY DURING THE TENDER OPENING SESSION"
The external envelope should not carry any mark that can lead to the identification of the bidder.
The maximum deadline provided by the Contracting Authority for the works to be executed forming the subject of this invitation to tender is 90 Days from date of notification.
Each bidder must include in his administrative documents, a bid bond Issued by a first-rate banking establishment approved by the Ministry in charge of finance and whose list is found in document N° 12 of the tender File of an amount stated as follows:
Lot 1: Two hundred and forty thousand CFA francs
Lot 2: Two hundred and forty thousand CFA francs
Lot 3: Two hundred and forty thousand CFA francs
Valid for thirty (30) days beyond the date of validity of bids.
Under penalty of being rejected, only originals or true copies certified by the issuing service or administrative authorities (Senior Divisional Officer, Divisional Officers) must imperatively be produced in accordance with the Special Regulations of the Invitation to tender.
They must obligatorily be not older than three (3) months preceding the date of submission of bids or may be established after the signature of the tender notice Any bid not in compliance with the prescriptions of the Tender File shall be declared lnadmissible. This refers especially to the absence of a bid bond Issued by a first-rate bank approved by the Minister In charge of Finance.
The opening of the bids will be in a single phase. This will Include the opening of administrative, technical and financial documents which shall take place on 15/12/2016 at 11:00 a.m, local time In the Conference Hall of the UNVDA. Only bidders or their duly authorized representatives who have a perfect knowledge of the documents may attend the opening session.
The bids shall be evaluated according to the main criteria as follows:
A. Elimlnatory criteria
1- Absence of one or more documents in the administrative file;
2- False declaration or falsified documents;
3- Absence or Insufficient bid bond;
4- A bid with the external envelope carrying a sign or mark leading to the identification of the bidder;
5- Non respect of 80% of essential criteria;
6- Absence of quantified unit price in the financial bid compared with the sub-details of unit price;
7- Financial capacity not less than 60% of contract amount TTC;
8- Proposed execution deadline more than 90 days;
9- Non-conformity of model of submission.
B. Essential criteria
1- General presentation of the tender files;
2- References of the company in similar achievements:
3- Quality of the personnel;
4- Technical organization of the works;
5- Safety measures on the site;
6- Logistics (either owned or hired backed by a registration certificate;
7- Attestation of site visit signed by the GM or the DRE;
8- Report of site visit elaborated and signed by the contractor;
9- Special technical clauses initialed in all the pages and signed on last page;
10-Special administrative clauses completed and initialed in all the pages and signed on last page.
The essential criteria are under minima found in the Special Regulations of the invitation to tender (RPAO).
This evaluation will be done in a purely positive way (yes) or negative (no) with an acceptable minimum of 80% of the essential criteria taken in account. The contract will be awarded to the bidder who would have proposed the offer with the lowest feasible amount, in conformity with the regulations of the Tender Documents and having satisfied to 100% of the ellminatory criteria and at least 80% of the essential criteria.
Bidders will remain committed to their offers for sixty (60) days from the deadline set for the submission of tenders.
