1.Objet New(Additif)

Within the framework of executing the 2020 public investment budget allocated to SOWEDA by the Ministry of Agriculture and Rural Devielopment (MINADER), the Director General of the South West Development Authority (SOWEDA) hereb»ilaunches an Open National Invitation to Tender for the Supply of Farm Inputs to SOWEDA by Emergency Procedure.

The services related to this contract shall comprise the Tender for the Supply of Farm Inputs to SOWEDA as described in the technical specifications given below

The estimated cost of this tender is 35,000,000 (thirty Pive               CFAF, taxes inclusive allotted as

5.Participation et origine New(Additif)

The tender is open to duly legalized Cameroonian based enterprises that are liccnsed in the supply of Agro­Chemicals/farm tools and which fulfill the requirements of this invitation to tender.

6.Financement New(Additif)

The supplies which are subject of this invitation to tender shall be financed by the 2020 Public Investment Budget of the Ministry of Agriculture and Rural Development (MINADER) allocated to SOWEDA.

7.Consultation du Dossier New(Additif)

Interested bidders can consult the tender file at the Head Office of SOWEDA, Buea (Department of Administration and Finance) during working hours (7.30 a.m. to 3.30 R.m.).

8.Acquisition du Dossier New(Additif)

The tender file may be obtained from the sanie address above, as soon as this notice is published against payment of the sum of 50,000 (fifty thousand) francs CFA, payable into the CAS-ARMP Account opened in any BICEC Bank Branch.

9.Remises des offres New(Additif)

Each bid drafted in English or French in seven (07) copies comprising one (01) original and six (06) copies marked as such, should reach the SOWEDA Head Office (Department of Administration and Finance) South West — Buea, against a receipt not later than 30/04/2020 at 10.00 a.m. local time and labelled as follows:

 

10.Delai de Livraison New(Additif)

The maximum deadline provided for the delivery of the various items that are subject of this tender is fixed at 02 (two) months. The items shall be delivered at SOWEDA Head Office in Buea.

11.Cautionnement Provisoire New(Additif)

Each bidder must include in his administrative documents a bid bond issued by a first rate banking/insurance establishment approved by thAlinistry in charge of finance and whose list is found in document N° 12 of the Tender File amounting to:

The bid bond shall remain valid for thirty (30) days beyond the date of validity of bids.

12.Recevabilité des Offres New(Additif)

Each bid drafted in English or French in seven (07) copies comprising one (01) original and six (06) copies marked as such, should reach the SOWEDA Head Office (Department of Administration and Finance) South West — Buea, against a receipt not later than 30/04/2020 at 10.00 a.m. local time and labelled as follows:

13.Ouverture des Plis New(Additif)

The bids shah be opened in a single phase on 30/04/2020 at 11 a.m. local time in the SOWEDA Conference Hall by the SOWEDA Internai Tenders Board. Only bidders may attend or be represented by a duly mandated person.

14.Critères d'évaluation New(Additif)
  1. 9.      : Eliminatory Criteria
    1. Absence of a bid bond;
    2. Absence or non-conformity of an administrative document within 48hours after bids opening;
    3. False declaration or falsified document;
    4. Non-compliance with at least 70% of the minor technical specifications of the item;
    5. Absence of quantified unit price;
    6. Absence of declaration of non-abandonment of a public contract during the last three years;
    7. Non-satisfaction of at least 3 yes /5 of the essential criteria;
    8. Financial capacity (> 50%) of the tender amount;

 

14.2: Essential Criteria

The following binary mode of evaluation shall be used:

15.Attribution New(Additif)

The contract shall be awarded to the bidder whose administrative bid shall be up-to-date, technical bid judged satisfactory and who shall be the least financial bidder.

16.Durée Validité des Offres New(Additif)

Bidders shall be bound by thetr, bids for a period of 90 (ninety) days effective from the date of opening of bids.
