Within the framework of 2020 Public Investment Budget, the Mayor of Buea Council, Contracting Authority, hereby launches an Open National Invitation to tender By the Emergency Procedure for: The Construction of an Agricultural Station at Bova II
The works comprise the outcome of the preliminary studies, foundation works, face works, electricity, painting, landscape protection etc.
The estimated cost alter preliminary studies is Twenty Million (20 000 000) FCFA, all taxes inclusive
The work is in a ONE (1) Lot as follows: Construction of an Agricultural station at Bova II
Participation is open to duly legalized Cameroonian enterprises or companies that fulfill the requirements of this invitation to tender.
Works which form the subject of this invitation to tender, shall be financed by the Public Investment Budget of 2020 financial year, budget head Number:

The maximum execution deadline provided for by the Contracting Authority shall be Three (03) months
Each bidder must include in his/her administrative documents, a bid bond issued by a first-rate banking establishment approved by the Ministry in charge of Finance and whose list is Pound in document No. 1l of the tender file, of an amount of Four hundred Thousand (400,000) Francs CFA and valid for Ninety (90) days beyond the date of validity of bids.

The bids shall be opened in a single (01) phase 30 AVR 2020at 11 am local time by the Buea Council Tenders Board in the Buea Council Chambers (R106).
Only bidders may attend or be duly represented by a person with a written authorization and with a sound knowledge of the tender file.
Eliminatory criteria
The eliminatory criteria are:
- Absence of bid bond in the Administrative file,
- Failure to present any missing document in the administrative offer 48hours after opening
- False declaration or forged documents,
- A technical score Iess than 70%,
- Failure to present any missing document in the administrative offer. 48hours after opening of bids
- Absence of a quantitied unit price,

The criteria relating to the qualification of candidates could indicatively be on the following:
- General Presentation Yes/No
- Turnover (minimum 15 million as specified on the business license): Yes/No

- Availability of material and essential equipment Yes/No
- Experience of supervisory staff Yes/No
- Work Planning / Methodology of work Yes/No
The non-respect of X number of criteria (X being above or equal to 2) shall cause the elimination of the bids
The contract shall be awarded to the bidder with the least evaluated financial offer having the technical and administrative files which are in conformity with the tender document/file.
Bidders wilt remain committed to their bids for Ninety (90) days from the deadline set
