Within the framework of the Public Investment Budget 2020, the Mayor of the Buea Council, Contracting Authority, hereby launches a Restricted National Invitation to tender N° 003/RNIT/BUEA COUNCIL/BCTB/2020 of 03/04/2020 FOR THE DRILLING OF TWO (02) BOREHOLES WITH HAND PUMP (HPM) IN SOME LOCALITIES IN BUEA SUBDIVISION OF THE FAKO DIVISION- SOUTH WEST REGION.
Lot 1: Construction of a Borehole with HPM at Molyko
Lot 2: Construction of a Borehole with HPM at Great Soppo
The works that are subject of the present tender consist of: Preliminary works;
Drilling works;
Design-Cleaning and Development-Pumping test; Superstructure and manual pump installation; Maintenance System.
The total estimated cost of the project after preliminary studies is eight million (8 000000) FCFA per lot giving a total of sixteen million (16 000 000) FCFA for the two lots

for the budgeted amount for this works is estimated at Sixteen million (16,000,000) FCFA for both lots.

Each bid drafted in English or French in seven (07) copies comprising one (01) original and six (06) copies marked as such, should reach the office to the private secretary of the Mayor Buea Council South West Region not later than 05/04/2020 at 10a.m. local time in three (03) distinct envelopes which shah be labelled as follows:
- Envelop A : administrative documents,(spiral bound with all pages numbered), Envelop B technical offer:(spiral bound with all pages numbered), - Envelop C financial offer.(spiral bound with all pages numbered).

The maximum execution deadline of the work per lot shall be 03 (Three) months from the date of issue of Service Order for the commencement of works.
Each bid shall be accompanied by a bid security of FCFA 160 000 (one hundred and Sixty thousand) per lot or a combined of 320 000 (three hundred and twenty thousand) FCFA for the two lots
Each bid must have a validity of 90 days with effect from the date of bids opening. The bid security must be issued by a renowned banking institution approved by the Ministry of Finance.
Administrative documents must be less than three months old and must not be signed after the date of submission of bids, Only originals or copies certified by competent authorities of administrative documents required must imperatively be produced. Bids which fail to comply with this requirement will be rejected

- Absence of bid bond in the Administrative file,

¨ A technical score less than 70%,

- Absence of a quantified unit price,
- Presence on MINMAP's list of Enterprises which abandoned the execution of contracts;

- A technical score of less than 70%.
- Lack of Proof of Ownership or of hiring of drilling equipment
13.1.3: Financial Proposai
- Incomplete financial bid;
- Omission of a quantified unit price in the price schedule;
