Within the framework of the execution of the 2020 State Budget, the Mayor of Bamusso council hereby launches an open national invitation to tender for the rehabilitation of 03 classrooms in GBS Bamusso (Bamusso council arec'
The works comprise notably; for the rehabilitation of 03 classrooms in GBS Bamusso (Bamusso council area). This involves the realisotion of the tasks outlined in the bills of quantifies and cost estimates and elaborated in the special technical clauses comprising notably:
- Preliminary works and actions involving complementary studies and site installation;
Earth works ;
Foundation works
Elevation/masonry works - Electrical works ;
Metal works ; - Painting ;
Plumbing works, accessories and others.
The estimated cost after preliminary studies stands at: twenty million (10,000,000) FCFA.
The works which form the subject of this invitation to tender are grouped in one lot
Participation is opened to all duly registeredCameroonian enterprises with the necessary technical, financial and legal capacities and who are not under suspension by the authority in charge of public contracts.
Works which form the subject of this invitation to tender for both lots I and II, shall be financed by Public Investment Budget of the 2020 financial year, budget head

Mayor of Buea Council as soon as this notice is published against a payment of a non refundable sum of Thirty-five thousands (35.000) FCFA payable at the Buea Council Treasury
Each bid drafted in English or French in seven (07) copies including one (01) original and six (06) copies marked as such, should reach the office of the Private Secretary to the Mayor of Buea Council not later than dIth May 2020 at 10am and should carry the inscription:
The maximum duration of execution provided for by the Confracting Authority is three (03) months. This duration is as from the date of notification of the service order to start work.
Each bidder must include in his/her administrative documents, a bid bond issued by a first‑
rate banking establishment approved by the Ministry in charge of finance and whose list is found in document No. 1 l of the tender file, of an amount of Four hundred Thousands (400,000) Francs CFA per lot and valid for Thirty (30) days beyond the date of validity of bids

LOT 11: REHABILITATION OF EARTH ROAD FROM CHIEF STREET TO CATHOLIC CHURCH BOMAKA
The bids shall be opened in a single (01) phase on the 4th May 2020 at 11 am local time by the Tender Board of the Contracting Authority in Buea Council Office, in the presence of the bidders or duly authorized representatives having full knowledge of the file (power of attorney).
Any bid not meeting with the requirements of the Tender File will be declared inadmissible.
A. ELIMINATORY CRITERIA
The eliminatory criteria are identified as follows:
Absence of a document in the Administrative file;
Non-conformity of an administrative file 48h alter the deadline prescribed b Execution time greater than that prescribed in the Tender that is 3 months False statement or Falsified documents in the Tender Files;
Omission in the financial offer of a quantified unit price
Presence on MLNMAP's list of Enterprises which abandoned the execution of contracts; Technical marks less than 70%

The evaluation of the technical offers will be made according to the binary notation (Yes/No) on the basis of the essential points above in accordance with the RPAO, with a threshold of 70% for all the essential criteria taken into account.
The contract shall be awarded to the bidder with the least financial offer having the technical and administrative files which are in conformity with the tender document/file.
Bidders shah be bound by their bids for a period of ninety (90) days with effect from the date of opening of bids
