Within the Framework of the 2016 Investment budget, the Rector of the University of Maroua hereby launches an Open National Invitation to tender in emergency procedure for the drilling and construction of a safe water supply well at the Higher Institute of Mines and Petroleum Industries of the University of Maroua.

The services to be provided by this contract include: the drilling and construction of a safe water supply well, the construction ofa platform for the water storage tank, the supply of the water storage tank, the supply of solar based electrical pumps and accessories, transportation, handling and commissioning.

The estimated cost of the operation following prior studies stands at (14 610 000) fourteen million six hundred and ten thousand F CFA TTC.

The Works under this bid invitation are constituted in a single lot.

Participation in this invitation to tender is open to all legally recognized enterprises located throughout the national territory of Cameroon.

Services forming the subject of this invitationto tender shall be financed by the Budget of the University of Maroua, budget head Program 241, N°222005, 2016 financial year.

Each offer drafted in English or French in seven (7) copies including the original and six (6) copies marked as such, should reach the Department for Development, Physical Plantsand Infrastnjctures (DIPD of the University of Maroua, P. O. Box 46, Tél 222-29-17-90 / 222-29-15-68 not later than 09 December 2016 at 14o''clock prompt local time .

The maximum delivery deadline provided by the Project Owner for delivery of the supplies forming the subject of this tender shall be three (3) months.

Each bidder must include in his administrative documents, a bid bond issued by a flrst rate bank approved by the Minister of Finance featuring on the list in document 12 of the Tender File of an amount of 290 000 (two hundred and ninety thousand) CFA and valid for thirty (30) days beyond the original date of the validity of the offers.

Lest they be rejected, shall be submitted only originals or true copies of the other relevant administrative documents, certified bythe issuing service in keeping with the requirements of the Special Tender Regulation. They must be valid inkeeping with the régulations in force.
They must not beolder than three (3) months preceding the original date ofsubmission of bids or must not have been established after the signing of the tender notice. Any incomplete offer in accordance with the prescriptions of this notice and Tender File shall be declared inadmissible.
This applies especially the absence of a bid bond issued by a first-rate bank or a financial institution approved by the Ministry in charge of Finance. The bids shall be opened in a single phase.
The opening of the administrative documents and the technical and financial offers will take place on 09/12/2016 at 15 o clock local time by the Tenders Board of the University of Maroua in the meeting room of Internal Allocation Tender Board.

 Eliminatory criteria

They include especially:

• Absence of the bid bond issued by a first-rate bank or a financial institution approved by the Ministry of Finance;

• False declaration or forged document:

• Absence ofone administrative document ;

• Non-compliance to two (02) major technical specifications of the supply.

• Non-respect of 02 essential criteria.

• Absence of a quantified unitprice;

• Non-compliance ofthe bidbond model;

Essential criteria

The essential criteria relating to the qualification of candidates could indicatively be on the following:

The contract shall be awarded to the lowest bidder, complying with the technical and administrative requirements.

Bidders will reinain committed to their offers for ninety (90) days from the deadline set for the submission of tenders.
