Within the framework of the 2016 Investment budget, the Rector of the University of Maroua hereby launches an Open National Invitation to tender in emergency procedure for the supply of laboratory equipment at the Institute of Mines and Petroleum Industries of the University of Maroua.
The services to be provided by this contract include: the supply of laboratory equipment, transportation. handling and commissioning.
The estimated cost of the operation following prior studies stands at twenty millions (20 000 000) francs CFA.
The Works under this bid invitation are constituted in a single lot.
Participation in this invitation to tender is open to all legally recognized enterprises located throughout the national territory of Cameroon
Services forming the subject of this invitation to tender shall be financed by the Budget of the University of Maroua of the 2016 fmancial year. Budget code Program 241 N° 222201.

The maximum delivery deadline provided by the Project Owner for delivery of the supplies forming the subject of this tender shall be four (04) months.
Each bidder must include in his administrative documents, a bid bond issued by a first ratebank and assurance company approved by the Minister of Finance featuring on the list in document 12 of the Tender File of an amount of 400 000 (Four hundred thousand) CFA and valid forthirty (30) days beyond the original date of the validity of the offers.
Lest they be rejected, shall be submitted only originals or true copies of the other relevant administrative documents, certified by the issuing service in keeping with the requirements of the Special Tender Regulation. They must be valid in keeping with the regulations in force.
They must not be older than three (3) months preceding the original date of submission of bids or must not have been established after the signing of the tender notice. Any incomplete offer in accordance with the prescriptions of this notice and Tender File shall be declared inadmissible.
This applies especially the absence of a bid bond issued by a first-rate bank or insurance company approved by the Ministry in chargeof Finance. Specify the approved publication organ (JDM, Cameroon-Tribune). At the Public Treasury for govemment departments, in the CAS- ARMP Special Account N° 335988 at BICEC for Public Administrative Establishments, Public and Semi Public Enterprises, the Yaoundé and Douala City Councils and the Council Revenue Collection Offices for the other Regional and Local Authorities
The bids shall be opened in a single phase. The openig of the. administrative documents and the technical and financial offers will take place on 02/12/2016 at 15 oclock local time by the Tenders Board ofthe University of Maroua in the meeting room of Internal Allocation Tender Board.

The non respect oftwo (2) qualification criteria shall lead to the disqualification of the offer.
The contract shall be awarded to the lowest bidder, complying with the technical and administrative requirements.
Bidders will remain committed to their offers for ninety (90) days from the deadline set for the submission of tenders.
