Within the context of execution of its 2016 investment budget, the Institute of Medical Research and Studies of Medicinal Plants (IMPM) hereby launches an open national invitation to tender for the supply, installation and functioning of two (02) electricity generators at two sites of the Institute, with compatible voltage reversers including their sheds in two (02) lots.
The works consist of the supply and installation of 02 electricity generators with reversers as follows:

This contract consists of two (02) lots as follows:
- Lot 1: One (01) electricity generator 110 KVA at the Tropical Medicine Research Station in KUMBA;
- Lot 2: One (01) electricity generator 100 KVA at the Medical Research Centre, NKOMO (Yaounde).
Participation in this tender is opened to all legally and financially autonomous Cameroon enterprises with good reputation in the sales and installation of electric generators.
Services constituting the subject of this invitation to tender shall be financed by Contract-Plan State/ IMPM Budget for 2016 Fiscal Year under the 50-192-474-73-11-10-222805 budgetary heading.
The tender document may be obtained during working hours at IMPM Public Contracts Unit, as soon as this notice is published.
The tender document may be obtained at IMPM and Camdiagnostic Public Contracts Unit, in the Administrative block of IMPM, upon presentation of a receipt of payment of a non-refundable sum of fifty thousand francs CFA (50.000 FCFA) in the account opened in the name of CAS-ARMP in the books of BICEC in account number N° 335988. The receipt must contain the invitation to tender number. The bidder must write his complete address i.e. postal address, telephone number, Fax, Email, telex, etc before he is given the tender Document.
Each bid, written in English or French in seven (07) copies, that is, the original and six(06) copies and marked as such, must reach IMPM and Camdiagnostic Public Contracts Unit, in the Administrative block of IMPM latest 06 December 2016 at 2 pm and should bear the inscription:
OPEN NATIONAL INVITATION TO TENDER IN EMERGENCY PROCEDURE
“TO BE OPENED ONLY DURING THE TENDERS OPENING SESSION”
Maximum duration as planned by the project owner for the supply and installation of the material mentioned above is two months as from the date of notification of instructions to the contractor.

Each bidder should include in his administrative documents, a bid-bond of
- 700 000 (Seven hundred thousand) CFA F for LOT 1 ;
- 500 000 (Five hundred thousand) CFA F for LOT 2 ;
issued by a first class bank approved by the Ministry in charge of finance and featuring on the list in document 11 of the Tender File. The said sum remains valid for 60 days beyond the original validity date.
Under pain of rejection, the other required administrative documents must be produced in originals or true copies certified by the issuing service or an administrative authority (SDO, DO, etc.,) in accordance with the Special Conditions of the invitation to tender.. Such copies must be issued less than three months before the tender submission deadline or after the signing of the invitation to tender notice.
Bids of bidders who shall not abide by the conditions of this invitation and tender offer requirements shall be declared useless. Particularly, the absence of a bid-bond issued by a first class bank approved by the ministry in charge of finance or non-respect of models of tender documents shall cause such bids to be purely and simply rejected.
All bids shall be opened in a single phase.
The opening of the administrative documents, technical and financial documents/offers shall take place on 6 December 2016 at 3 p.m. by IMPM Internal Tender’s Board in the Institute’s meeting room, within the premises of the Ministry of Scientific Research and Innovation.
Only bidders or their representatives shall be allowed in the hall.
10.1. Eliminatory criteria
a.) Absence of a part of the administrative file;
b.) False statements or forged file;
c.) Non conformity of major technical specifications of supplies (capacity, start of engine, reservoir capacity, soundproof bonnet, engine type, alternator 12v, premises details, premises dimensions, plate-form on which generator is installed, voltage reverser, training, electric junction box);
d.) Absence of a part of the technical file;
e.) Incomplete financial proposal (absence of sub details of prices, absence of quantified unit prices in the Expected and Quantitative Estimates, absence of a file in the financial proposal as detailed in the RPAO;
f.) Non respect of at least eight (08) of the ten (10) essential criteria.;
g.) Absence of manufacturer’s prospectus and technical sheet.
10.2. Essential criteria
a.) Presentation of the tender file (conformity of the offer with the prescriptions of the DAO, with documents arranged in order and intercalated with coloured pages) ;
b.) Key personnel of the mission;
c.) Certificate of conformity of the equipment delivered by the manufacturer or an agreed institution ;
d.) Financial capacity: access to a loan higher than or equal to half the amount proposed by the bidder;
e.) After sales service (availability of spare parts, a maintenance workshop and a warranty with duration of minimum one year.);
f.) Methodology, planning and deadline of supply of less than or equal to two months ;
g.) Conformity of 80% of the essential technical characteristics;
h.) References of the enterprises where similar or envisaged supplies have been made (the bidder is required to attached copies of the first and last pages of the contracts and the minutes of the reception committee);
i.) Attestation of site visit signed by the bidder ;
j.) Proof of acceptance of the conditions of the contract (CCAP and CCTP paraphrased and signed).
Only bidders having satisfied all the eliminatory criteria, with at least eight (08) out of ten (10) essential criteria shall be judged to be technically qualified and admitted for the financial offer analysis.
The contract shall be awarded only to bidder haven fulfilled all the eliminatory criteria and with the least financial offer. The same bidder can be attributed all the two (02) lots.
Bidders shall remain committed to their offers for a period of ninety (90) days with effect from the tender submission deadline at IMPM.
Bids must be in conformity with at least four of the five essential criteria.
