Within the framework of the 2020 Public Investment Budget, the Lord Mayor of Limbe III
Council on behalf of the Minister of Decentralization and local development hereby launches
an Open National Invitation to Tender by Emergency Procedure FOR THE CONSTRUCTION
OF AN AGRICULTURAL POST AT MABETA - LIMBE Ill COUNCIL

The works comprise the outcome of the preliminary studies carried out and the detailed information provided in the technical specifications. (Document V)

The estimated costs alter preliminary study is 20,000,000 FCFA

The tender is open to duly legalized Cameroonian enterprises that fulfill the requirements of this invitation to tender.

The works which form the subject of this invitation to tender shall be financed by Public lnvestment       Budget          of       the         2020       financial        year;        Budget         Head No: 5430391016419352220921

Interested eligible bidders may obtain further information during working hours as from the date of publication of this tender notice, at the Limbe III Council at Chop Form-Binzbia

The complete tender file may be obtained from the Limbe III Council upon presentation of a treasury receipt attesting to the payment of a non-refundable sum of 35,000 FCFA at the Limbe III Municipal Treasury

Each bid drafted in English or French in seven (07) copies including the original and six (06) copies marked as such, should reach the Mayor's Office Limbe III Council on 08/05/2020 at 10.00am local time and labeled.

Each bidder must include in his/her administrative documents a bid bond issued by a first rate bank approved by the Ministry in charge of finance and recognized by COBAC (Commission ele      Bançaire pour l'Afrique Centrale) featuring on the list in Document 12 of this tender file of an
amount of :400,000 FCFA.

Each bid drafted in English or French in seven (07) copies including the original and six (06) copies marked as such, should reach the Mayor's Office Limbe III Council on 08/05/2020 at 10.00am local time and labeled.

"To be opened only during the bid opening session

The bids shall be opened in a single (01) phase on 08/05/2020at 11.00am local time by the LIMBE III COUNCIL Internai Tenders Board, located at the Council Chambers Chop Farm.

Only bidders may attend or their duly accredited representatives with Power of Attorney.

Bids shall be rejected when:

5-      The absences of bid bond in the administrative document

6-      There's absence of missing document in Administrative file alter 48 hours of the opening Article 193

7-      There's any fake document, False declaration or forged document

8-      There's absence of quantified unit price

15.2: MAIN QUALIFICATION CRITERIA:

The criteria relating to the qualification of candidates will indicatively be on the following:

7-      Turnover at least: 20,000,000 FCFA                                                                   Yes / No

8-      Attestation of Solvency from a recognized bank not less than 15,000,000 FCFA Yes / No

9-      Enterprise's references                                                                                        Yes / No

10-  Methodology                                                                                                      Yes / No

11-  Availability of material and essential equipment                                                Yes / No

12-  Experience of supervisory staff                                                                          Yes / No

NB: The marking scale for offers by scoring of points is banned in favor of the hinary method (Yes or No).

- The Contract shall be awarded to the lowest bidder fulfilling the best technical and financial conditions.

Bidders shall be bound by their bids for a validity period of 90 (ninety) days with effect from the date of opening of bids.
