This Invitation to Tender is aimed at selecting a security firm for to secure and take care of the CIRCB head office.

The services have to deal with insuring the security and the caretaking of the head office premises and the residences of the main top officials of the CIRCB, 24 hours a day, as follows:

At the head office of the CIRCB at MELEN

At the residence of the Chairman of the Management Committee

At the residence of the Director;

At the residence of the Deputy Director

The estimated cost for the carrying out of this services stands at: 22 000 000 (twenty two millions)

The participation in this Call for Tenders is open to national enterprises operating on the national territory falling under decree N°2015/407 of 16 September 2015 to implement Law N°97/021 du 10 September 1997 relating to private activities of security, as amended by Law N°2014/027 of 23 December 2014, and boasting experience in this area and employing security agents who are in good health and of good morality.

The services shall be financed by the running budget of the CIRCB, fiscal year 2017.

The Tender File available for consultation can be obtained at the Service of Administrative Affairs of the CIRCB, located in Melen near the CHU of Yaounde; Tel./Fax : 2222.31.54.56, upon presentation of a receipt of payment of the sum of twenty five thousand (25 000 ) CFA Francs to the CAS-ARMP account representing the file acquisition fee

The tenders drafted in French or in English and in seven (07) copies of which one (01) original and 06 (six) copies labeled as such should be forwarded to the Service of Administrative Affairs of the CIRCB latest on the 14 of december 2016 at 1pm in three internal envelopes containing:

envelope A : administrative documents ; 

envelope B : technical offer, 

envelope C: financial offer,

and

All these shall be placed in a fourth one with the following label:

The services under this Call for Tenders shall span over a period of 12 (twelve) months; from January 1 to December 31, 2017

 Each offer shall be accompanied with a bid bond amounting to: 400 000 (four hundred thousand francs) CFA F, issued by a first-rank bank or an insurance company approved by the MINFI and whose name appears on the list attached to section 11. 

The tenderer shall attach to his/her offer a bid bond whose validity should remain thirty (30) days beyond the original date of the offers’ validity. 

Under penalty of rejection, the other administrative documents required shall be imperatively produced in originals or in true copies thereof certified by the issuing service, and still valid in accordance with the stipulations of the Special Regulation of the Call for Tenders. Such documents shall necessarily be dated less than three (03) months preceding the date of handing in of offers.

Any offer not complying with the prescriptions of this Call and the Tender File shall be declared inadmissible, especially the absence of the bid bond or the non-compliance of samples of documents of the Tender File.  

The offers shall be opened in two phases. The administrative and technical offers shall be opened on the 14 of December 2016 as from 2 pm prompt, local time, by the Internal Tenders Board of the CIRCB located near the CHU of Yaounde. The bids opening shall be done in the presence of tenderers or their duly mandated representatives. The financial offers shall be opened at a later date in the presence of the tenderers who would have given satisfaction with their administrative file and obtained the required minimal technical mark of 80 points out of 100.

Evaluation Criteria

The evaluation shall be done based on the items contained if the table below.

Only tenderers having satisfied the eliminating criteria and obtained a score higher than 80 points on 100 shall be declared qualified for the financial analysis.

The formula used to set the financial scores is: Fs=100/FxFm/, Fs standing for the financial score, Fm for the lowest proposal and F for the amount of the considered proposal.

Following the opening of the administrative file by the competent committee, tenders having been declared admissible shall be handed over to the sub-committee of analysis for evaluation.

This sub-committee shall evaluate the proposals based on their compliance with the Terms of Reference and the prescriptions of the Tender File, using evaluation criteria, sub criteria and the marking system specified in this Tender File. Each compliant proposal shall be attributed a technical score (ts).

A proposal shall be rejected at this stage in case it does not reach the minimum technical score laid down in this Tender File.

The financial offers of tenderers having obtained the minimum technical score shall subsequently be evaluated. The sub-committee shall proceed to the checking of the calculations and the correction of potential errors. A financial score (fs) shall be attributed to each financial proposal.

The best bidding proposal will be given the general mark (GM), which shall be calculated as follows: (0,8XTs) + (0,2XFs).

The contract shall be attributed to the tenderer whose bid would have been declared as best responsible bid.

The bidder shall remain bound by their offer for ninety(90) days as from the deadline set for the submission of their tenders.
