NOTICE OF A NATIONAL OPEN INVITATION TO TENDER No.32/AONO/CIPM/DG/CNPS OF 11 NOVEMBER 2016 FOR REHABILITATION AND REPAIR WORKS AT THE SOCIAL INSURANCE CENTRE, BAMENDA IN TWO SEPARATE LOTS, IN THE PROCEDURE OF EMERGENCY FUNDING : Budget of CNPS

1.Objet New(Additif)

Within the context of improving the working environment, sustainability and security of property assets of the Natinal Social Insurance Fund, the Director General of this Institution hereby launches a National Open Invitation to Tender for rehabilitation and repair works at the Social Insurance Centre, Bamenda in two separate lots, in the procedure of emergency. 

2.Consistance des prestations New(Additif)

The works of this tender shall comprise the following operations :

Prerequisites of installation of the site, (repair of magasin premises 25%, bringing of material 5%, removal of material 5%  planning and implementation plans, and reattachment 5% mobilisation of personnel 30%, Signs and marking of work zones 5%,  gardening 20%, site board 5%, etc.), including all constraints ;

For lot No. 1 :

  • Repairs of the main access to the CPS  on 31ml:
    • Excavation of the pain part (backfilling, grading, drainage of gutters and pavements in concrete)
  • Development of space /Bureau Total ;
    • Demolition of walls and metal gates on the area concerned;
    • Elevation of rear walls in agglos ;
    • Partitioning in glazed aluminium ;
    • Concrete fittings ;
    • Tiles of the area concerned;
    • Electricity (undulating circuit)
    • Ventilation ceiling ;
    • Painting and varnishing;

For lot No. 2

 
  • Construction of a gate ;
    • Excavation of part concerned (excavation for footings and filling)
    • Elevation of walls and rof  in agglos and concrete;
    • Floor levelling in plain concrete;
    • Plastering ;
    • Floor tiles;
    • Metal joinery for door and window;
    • Painting.

 
  • Securing retaining wall on  28.30ml;
    • Excavation of part concerned (excavation for footings and filling)
    • Concrete for  6 strong pôles,
    • Rehabilitation  of water pipes;
    • Restructuring crack points on wall with concrete;
    •  Waterproof coating for regular plastering cement mortar ;
    •  Painting.

 
  • Refection on openings of  the building
    • Partial replacement of  disaggregated wooden frames ;
    • Replacement of all wooden frames, as well as broken glasses
    • Rehabilitation of awnings on top of glazss windows (Dismantling of existing structure ; replacement of existing structure in wood frame and transparent zinc); 

In all cases the works include all details of quantities attached to this file and the necessary constraints to their perfect execution. 

3.Cout Prévisionnel New(Additif)

The estimated cost of the works after preliminary studies shall be 24 874 400 (twenty-four million eight hundred and seventy-four thousand) CFAF HT, that is 29 662 722 twenty-nine million six hundred and sixty-two thousand seven hundred and twenty-two) CFAF TTC broken down as follows:

 

   -  Lot No.1 : CFAF HT 14 461 200 (fourteen million four hundred and sixty-one thousand two hundred)

   -  Lot No.2 : CFAF HT 10 413 200 (ten millions four hundred and thirteen thousand two hundred)

4.Allotissement New(Additif)

The works shall be subdivided into two lots broken down as follows:

Lot  No.1 : Repairs on the main access and bureau total  space;

Lot No. 2 : Construction of a gate, securing of retaining wall and  rehabilitation of awninings on top of glass windows

A bidder may be awarded two (02) lots provided that he justifies two (02) separate teams.

5.Participation et origine New(Additif)

Participation in this tender shall be poen to any company or moral entity operating under Cameroonian law, with proven experience in the above works.

6.Financement New(Additif)

The works of this tender shall be funded by the  budget of the National Social Insurance Fund, financial year 2016  budgetary head No.7-2D2206, according to  programme  No. 112.

7.Consultation du Dossier New(Additif)

The file may be consulted during working hours at the Contracts Service situated at the 9th Floor, Room 903 of the CNPS Head Office Building, Independence Square upon publication of this notice to tender.

 

8.Acquisition du Dossier New(Additif)

The file may be obtained at the Contracts  Service situated at the  9th Floor, Room 903 of the CNPS Head Office Builiding, Independence Square upon publication of this notice to tender against receipt of the payment of a non-refundable sum of  50 000 (fifty thousand) CFA Francs in the Special Account CAS-ARMP No. 335988 opened in BICEC branches.

During withdrawal of the file, the bidders shall get themselves registered and leave their full address (P.O. Box, telephone).

9.Remises des offres New(Additif)

Each offer shall be drafted in English and French in seven (07) copies one (01) original and six (06) copies labelled as such, and should reach the Contracts Service, not later than 06 December 2016 at 11 a.m., local time and should carry the inscription

10.Delai de Livraison New(Additif)

The deadline scheduled by the Project Manager for the realisation of the works of this tender is three (03) months for each lot. Each bidder shall propose the necessary deadline in his bid, for the execution of the works.

11.Cautionnement Provisoire New(Additif)

Each bidder must attach to his administrative documents, a bid bond issued by a 1st class bank and apporuved by the Ministry of Finance specifying the amounts:

  -344 000 (three hundred and forty-four thousand) CFA Francs for lot No. 1;

  -248 000 (two hundred and forty-eight thousand) CFA Francs for lot No. 2;

The guarantee shall be valid for thirty 30) days beyond the original date of validity of offers.

12.Recevabilité des Offres New(Additif)

Under pain of rejection, other administrative documents must necessarily be produced in originals or certified true copies by the issuing service in accordance with the special conditions of the invitation to tender.

They must obligatorily not be older than three (03) months or must have been established after the signing of the tender file.

Any incomplete offer not in conformity with the prescriptions of this notice and tender file shall be declared inadmissible, especially the absence of a bid bond issued by a first class bank approuved by the Ministry of Finance.

 

13.Ouverture des Plis New(Additif)

The opening of bids shall be done in one (1) phase.

The opening of administrative and technical bids shall be done on 06 December 2016 at 12 noon, local time by the Internal Commission of the Tenders’ Board of the National Social Insurance Fund in the meeting hall of the above Commission, at the 4th floor, room 416 of the CNPS building at Avenue Kennedy.

Ony bidders shall assist at the opening session or they shall be represented by a personality of their choice duly mandated.

14.Critères d'évaluation New(Additif)
  • Ø Eliminatory criteria

They are

  • Lack of an administrative documents during the opening of bids;
  • False statements of forged documents;
  • Lack of quantified unitary price in the financial offer;
  • Non validation of at least 70% of the sub-criteria of evaluation.
  • Non-compliance with SCR norms:
  • Workforce affiliated at CNPS : higher or equal : 3  (attach online declaration of the last three (03) months),detailed list of personnel highlighting their individual insured numbers at CNPS and  ‘APS’ certifying the updating of the payment of contributions ;
  • Fair  remuneration (compliance with  SMIG : attach DIPE or salary statements) ;
  • Compliance with the principle of gender promotion : justify at least 20% of women in the workforce (attach  DIPE, list of personnel with the gender report) ;
  • Liability insurance covering the current year (attach insurance policy).

  • Works supervisor :

-          Civil Engineer (Bac +3 at least  or equivalent)

-          Experience : at least five  (05) years

  • Monitoring Engineer:

-          Higher Civil Engineering Technician (Bac +2 at least  or  equivalent)

-          Experience : at least three (03) years

Knowledge of work sites,  CCAP  and CCTP

  • Certification of site vist signed on honour  by the bidder and in compliance  with the attached model ; CCAP and  CCTP initialled on all the pages and signed on the last page.

Planning and deadline

  • Planning ; Deadline ≤ 03 months for each  lot.

Methodology and  organisation

  • Presence of a methodological note highlighting an organisational approach of work teams.

 

 
15.Attribution New(Additif)

The Contract shall be awarded to the bidder having:

  • Presented the compliant administrative offer;
  • Validated at least 70 per cent of the sub-criteria of evaluation ;
  • Presented the lowest financial bid.
16.Durée Validité des Offres New(Additif)

Bidders shall remain committed to their offers for a period of ninety (90) days from the deadline set for the submission of bids.
