The Govemment Delegate Maroua City Council hereby launches, in emergency procedure, an Open National Invitation to Tender for road maintenance works in some areas of the Diamare Division, Far North Region. This Invitation to Tender consists of two concerns.

The  allowances involve the following tasks inter alia: 

Drainage of ring and pipe culverts; 

Cleaning of structures;

Reshaping of the platform of semi-permanent bridges:

Cutting;

Backfill;

Wearing course;

Simple reshaping:

Reshaping compacting;

Reshaping of the platform;

Creation of ditches and outlets;

Construction of cross-cutting hydraulic structures;

Construction of bridges.

As far as works are concened, an estimated amount of twenty million (20,000,000) CFA F for lot 1and fifteen million (15,000,000) CFA F for lot 2 is allocated for this contract by the Maroua city council Fiscal Year 2016, (Lot 01) and (Lot 02) Chapter 2: 220 150

The involvement In this invitation to tender is open with equal conditions to Cameroon-Law related firms and coinpanies experienced in Building, road maintenance and Civil Engineering. By this invitation to tender, interested companiesare called upon to provide authentic information which will be useful for the choice of those that can meet the needs of the required service after an indepth and objectiveappraisal of their application files

NB: Beyond the submission's deadline any tender will no longer be received.

The execution deadline sets by the Project Owner is tree (03) months. This period includes the Rainy seasons, weather and some other factors with effect from the day of works' notification; signing's date of the contract.

Each applicant will include in his administrative file a deposit (in compliance with the model attached) issued by a first- class banking institution approved by the Ministry in charge ofFinance and whose the list features in Document 12 of the tender file, and valid for thirty (30) days with effect from the tender- valldity deadline. The deposit's amount stands at four hundred thousand (400,000) CFA F for lot 1 and three hundred thousand (300,000) CFA F for lot 2.

Tenders disclosure will be done in one stage on 05th december 2016 at 15.00 am prompt at the meeting Hall of the Regional Delegation of the Far North Region in the presence of the applicants

Tender evaluation will be donc in three (3) stages:

First stage: Verification of the administrative nie regularity.

Second stage: Technical appraisai of the administrative tender at lested as regular.

Third stage: Verification ofthe financial offer of those companies whose the tender files have been previously admitted as far as technical and administrative stages are concerned.

Absence in the technical proposai of a colurnn indicating the organization, planning and Understanding of the project.

Failure to score at least thiriy six (36) essential criteria over fifty one (51).

ESSENTIAL CRITERIA

Assessment of the technical proposal will be carried out on the basis of thirty-flve (35) main criteria shared as follows:

Presentation based on four (4) criteria;

The company's turn over abilities based on three (3) criteria.

The company's prefinancial references and abilities based on three (3) criteria.

The Company references on roads maintenance and public works based on ten(10)criteria

The availability ofthe required equipment based on ten (10) criteria;

The company's training personnel based on ten (10)criteria;

Work planning based on eleven (11) criteria

The Government Delegate Maroua City Council grants the Contracts of tlie Coiitracting Authority grants the contract to the applicant whose file, technically skilled, assessed appealing with the lowest bid deemed to be and substantially in accordance with the tender file.

Applicants will be bound by their tenders for a period of ninety (90) days with effect from the tender-submission deadline.
