The National Hydrocarbons Corporation (SNH) operates a gas pipeline extending between the Gas Processing Centre at Bipaga 1 and the gas fired Thermal Power Plant at Mpolongwe, near Kribi (Cameroon).
This gas pipeline, about 18 km long, runs along the access road to the Bipaga 1 Gas Processing Center, over a distance of approximately 5 km, and the Edea-Kribi National Road N° 7, over a distance of 13 km.
The monitoring of the gas pipeline's right of way has revealed cases of erosion due in majority to runoff water.
Therefore, in order to remedy this situation, the Executive-General Manager of SNH, Chairman of the Pipeline Steering and Monitoring Committee (PSMC), hereby launches a Restricted National Invitation to Tender, for the selection of a company to remedy the cases of erosions observed within the framework of a works contract.

The works under this invitation to tender will be funded by the Budget of the National Hydrocarbons Corporation (NHC) for the year 2016 and the following year.
The Tender File can be consulted during business hours at the Permanent Secretariat of the Pipeline Steering and Monitoring Committee, located in the head office of the National Hydrocarbons Corporation (SNH) in Yaoundé.

The bid documents shah be divided into three volumes as follows, and placed in a plain envetope including:
1.1. Envelope A containing the Administrative documents (Volume 1);
1.2. Envelope B containing the Technical bid (Volume 2);
1.3. Envelope C containing the Financial bid (Volume 3).
The constituent documents of the bids (Envelopes A, B and C) shall be p[aced in a large sealed outer envelope bearing only the label of the related Invitation to Tender.
The different documents of each bid shah be numbered in the order of the Tender File and separated by same coloured file dividers.
Each bid, drafted in French or English, in eight (08) copies, including one original and seven (07) copies labeiled as such, must be submitted in a sealed envelope to the Permanent Secretariat of the Pipeline Steering and Monitoring Committee located in the head office of the National Hydrocarbons Corporation (SNH) in Yaoundé, latest 21 December 2016, at 12 noon prompt, local time, against receipt, and must be tabelled as follows:

The maximum time limit for execution set by the Contracting Authority for the completion of works is two (02) months.
Each bidder must attach to the administrative documents, a bid bond of five hundred thousand (500 000 ) CFA francs issued by a first clans bank approved by the Ministry of Finance and listed in Document n° 12 of the Tender File. The validity period of the bid bond is thirty (30) days beyond the initial date for the validity of bids.
Under penalty of being rejected, the required administrative documents must be submitted in original or certified true copies by the issuing service or administrative authority (Divisional officer, Sub-Divisional Officer,...), in accordance with the specifications of the Special Regulations of the Invitation to Tender.
They must be fess than three (03) months old by the original date for the submission of bids or must have been established after the date of signing of the Tender Notice.
Incomplete bids, in accordance with the specifications of the Tender File, will be declared inadmissible, including failure to produce a bid bond issued by a first class bank approved by the Ministry of Finance.
The bids shatl be opened in two phases.
The administrative documents and bids (technical and financial) shah be opened on 21st December 2016 at 2 p.m. by the Special Tenders Board of the Pipeline Steering and Monitoring Committee (STB/PSMC).
Only bidders or their duly empowered representatives of their choice may attend the opening session.

The Contracting Authority will award the Contract to the Bidder with the bid acknowledged to be substantially compliant with the Tender File, and having the required technical and financial capacity to perform the Contract satisfactorily and the bid evaluated as lowest.
Bidders will remain bound by their bid for a period of one hundred and twenty (120) days, with effect from the deadline for the submission of bids.
