This Invitation to Tender aims at the supply of various Laboratory Equipment at the National Civil Engineering Laboratory within the year 2016.

Participation to this tender is open to enterprises or groupings of Cameroonian law.

The supply subjected to this invitation to tender are financed by the Programmed- Budget of LABOGENIE (2016 Financial Year) 96 240 000 CFA F, tax inclusive.

The Tender file can be consulted during working hours at the Sub-department of Human resources, Logistics and Legal Affairs, Equipment and Contracts services, Directorate General of LABOGENIE located at the Ekounou round about Yaoundé, after the publication of this notice.

The Tender file can be obtained at the Sub-department of Human resources, Logistics and legal Affairs, equipment and Contracts services, Directorate General of LABOGENIE, after a publication of this release, against the presentation of the receipt of payment of a non refundable sum of 100 000 CFA Francs in one of the following accounts open in the name of ARMP at BICEC with the numbers 33598860001/44 at Yaoundé and 33598860001/39 at Douala- Bonanjo.

A copy of this receipt shall be submitted at the withdrawal of the Tender files and shall bear the names of the bidder.

Each bid, drafted in French or in English and in six (06) copies with one (01) original and five (05) copies marked as such shall be submitted at the Sub department of Human Resources, Logistics and Legal Affairs (Equipment and Contracts services), located at the ground floor, Door R-107 of the Directorate General of LABOGENIE, at the EKOUNOU roundabout in Yaoundé, not later than 15/12/2016 at 12 p.m and shall bear the following indication:

FOR THE SUPPLY OF VARIOUS LABORATORY EQUIPMENT AT THE NATIONAL CIVIL ENGINEERING LABORATORY (LABOGENIE)

"To be opened only during the bid opening session"

 The delivery deadline for the supply of this equipment is three (03) months.

Each bidder shall attach to its administrative documents, a bid bond issued by a bank of first rank approved by the ministry of Finance of an amount of 1 500 000 francs CFA.

The absence of a bid bond or the non-respect of model sample of documents of the tender File shall lead to a simple rejection of the offer.

Every offer not in conformity with the prescriptions of the Tender File shall be declared inadmissible. Subject to rejection, the other required Administrative documents must be produced in original or true certified copies by the bidders.

a)    A stamped and signed letter of Intent to bid by the bidder, in which shall be indicated the names, qualities and authorizations provided to the signatory of the offer as well as the name and the address of the company;

b)    A debt clearance certificate(non redevance) not older than three (03) months signed by the Administration or its representation;

c)     An insolvency certificate not older than three (03) months issued by the Court of first instance ( or the Chamber of Commerce) of the residence of the bidder;

d)    Bid Bond ;

e)     An attestation, not old than three (03) month,  signed by the National Social Insurance Funds certifying that the bidder has completed his/her engagements with the fund;

f)      An attestation of bank domiciliation issued by a bank approved by the ministry of Finance;

g)     An attestation of non-exclusion from Publics Contracts not older than three (03) months issued by the Public Contracts Regulatory Agency ( ARMP);

h)    The Licence duty 2016;

i)      The Tax payer’s card.

These documents shall be certified by officials of their competent administrations. Copies certified by administrative authorities or police authorities shall be rejected.

The opening of bid shall be on the 15/12/2016 at 12.30 p.m at the Conference Hall of LABOGENIE in Yaoundé by the Internal Tenders Board of LABOGENIE.

Only bidders shall attend the bid opening session or represented by a duly assigned person of their choice (even in case of groupings) with a perfect knowledge of the file.

13.1 Eliminatory Criteria

- False declarations or forged documents

-Incomplete administrative documents;

-Non conformity to technical specifications required;

-Absence of manufacture’s authorization;

-Absence of proof that the bidder has delivered such equipment (References of the service provider in the domain);

-Bids that do not satisfied at least 75% of the entire essential criteria.

13.2 Essential Criteria

Technical offers shall be evaluated following the essential criteria detailed in the evaluation grid and which contents the following elements:

A-Presentation of offer:                            

B- Commitment to insure client servicing;

C-Delivery deadline;

E-Have realized at least 75 million of annual turnover during the last two (02) years.

The contract shall be awarded to the lowest bidder whose offer is in conformity to the Tender File.

Bidders remain engaged by their bids for ninety (90) days from the date of submission of their bids.
