The estimated cost of the operation following prior studies stands is twenty three millions (23 000 000) francs CFA TTC

Participation in this tender is opened equal conditions to Cameroon-law contractors with proven experience in the field of building construction and civil engineering in general. Tenders must be known by the law and must have regularly paid his due.

Works which form the subject of this invitation to tenders hall be financed by the FEICOM Budget for the 2015 financial year

The maximum execution deadline provided for by the Project Owner or Delegated Project Owner for the execution of the works subject of this tender shall be three (03) months.

Each bidder must include in his administrative documents, a bid bond issued by a first rate-bank approved by the Ministry in charge of Finance featuring on the list in document 12 of the tender file of an amount of four hundred and sixty thousand (460 000) francs CFA and valid for thirty (30) days beyond the original date of the validity of the offers

Under pain of rejection, the administrative documents required, must be produced in originals or true copies certified by the issuing service or an administrative authority (Senior Divisional Officer, Divisional Officer...) in accordance with the Special Conditions ofthe invitation to tender. They must not be older than three preceding the original date of submission of bids (3) months or mustnot have been established after the signing of the tender notice. Any incomplete offer in accordance with the prescriptions of this notice and tender file shall be declared inadmissible. Especially the absence of a bid bond issued by a first-rate bank approved by the Ministry in charge of Finance

The bids shall be opened in single phase on 2/12/2016 at 10am O'clock by the Internal Tenders Board attached to the t the Makary Council. Only bidders may attend or be duly represented by a person of their choice.

The evaluation criteria are of two types: the eliminatory criteria and the essentiel criteria.
Eliminatory criteria

The eliminatory criteria set the minimum conditions to be fulfilled in order to execute works subject of the tender. They should not be marked. They should be determined depending on the nature and the content of works to be executed.
Essentiel criteria

These criteria are the fundamental or key ones that will help to measure the financial and the technical capacity of candidates wishing to execute the works subject of the tender. They should be determined depending on the nature and the content of the works to be executed. The criteria relating to the qualification of candidates could indicatively be on the following:

Administrative documents

a) Incomplete or non-compliant documents.

b) Absence of bid bond ;

c) Forged or non-authentic documents.

d) Absence of intention déclaration to tender.

Technical proposal

a) Incomplete or non-compliant documents. b) False déclaration, forged or scanned documents,

c) Absence of at least one contract of ten million (10 000 000) francs CFA in the building domain;

d) Attestation of financial account less than thirty million (30 000 000) francs CFA;

e) Cumulated turnover in the domain of building (contracts + minutes of receipt) superior or equal to thirty million (30 000 000) francs CFA f) Non conformity to the technical spécifications;

g) Failure to meet at least twenty five (25) out of the thirty-five (35) essential criteria.

a) Incomplete financial offer,

b) Non-compliant documents,

c) Omission of a qualified unit price in the financial offer,

d) Absence of a sub-detailed price,

e) Unrealistic or erroneous sub-detail price;

f) Non conformity to the bid bond model.

Essential criteria

The technical proposai shall be evaluated as per the following thirty-five (35) essentials criteria
below:

a) Presentation out of three (03) criteria

b) Supervisory staff out of thirteen (13) criteria

c) Site equipment to be mobilized out of three (03) criteria

d) Methodology out ofthirteen (13) criteria

e) Contractor's references and pre-financing capacity out of three (03) criteria

The Mayor of Makary Council who is the project owner, shali award the contract to the tenderer with the lowest and technically compilant bid deemed to be essentially in keeping with the tenderfile

Bidders will remain committed to their offers for 90 days from the deadline set for the submission of tenders.
