The Vice-Chancellor of the University of Buea hereby launches an Urgent Restricted National Invitation to Tender for the recruitment of a consultant to carry out Electrical Power Studies for the Faculty of Health Sciences Complex, University of Buea

The services involved in this tender comprise a study of electrical power needs on the one hand, and the design and specification of equipment to meet the present and future power requirements of the Faculty of Health Science Complex, whose present power supply has been observed to be grossly inadequate

The estimated cost after preliminary studies is 15,000,000,(fifteen million) CFA francs including taxes

The services are not in lots.

This restricted call for tenders is open to the following pre-selected candidates, on the basis of a Cali for Manifestation of Interest No.001/MINESUP/PRO-ACTP/UB/16 of 13/06/2016 and selection report ofJuly 11, 2016

Services which form the subject of this invitation to tender shall be financed by 20 I6Public Investment Budget of the Ministry of Higher Education

The maximum deadline provided by the Project Owner for the execution of the services forming the subject of this invitation to tender is 03 (three) months.

Under penalty of being rejected, only originals or true copies certified by the issuing service or administrative authorities (Senior Divisional Officer, Divisional Officers) must imperatively be produced in accordance with the Special Regulations of the invitation to tender.

They must obligatorily not be older than three (3) months before the date of submission of bids or may be established aller the signature of the tender notice

"To be opened only during lite bid-opening session"

The bids shall be opened in twophases.The opening of the administrative file and the technical bid shah first take place followed by the opening of the financial bids of bidders who obtained the required minimum technical score.

The opening of administrative documents and the technical bids on 07/12/2016 at 11 a.m local time by the University of Buea Tenders' Board.

Only bidders may attend or be represented by a duly mandated person.

The opening of the financial bids shall take place at the end of the technical analysis and shah only concern bidders who obtained the minimum required score of 70%.

14.2Essential criteria

The evaluation of technical bids shall be carried out as follows:

A - Presentation of tender:                                                (Maximum 5 points)

B - References of the Consultant on similar missions —

(Electrification projects or construction projects with substantial electrical

power studies                                                          (Maximum 20 points)

C — Comprehension of Terms of Reference: analysis, synthesis and

methodology                                                                (Maximum 15 points)

D— Technical equipment at the disposai of the consultant (to appraise existing  electrical

and power situation)                                                      (Maximum 05 points)

E — Qualification of Experts and their experience in the domain of construction projects with

substantial electrification                                               (Maximum  10 points)

F — Qualification of Experts on similar (in context) electrification

TOTAL                                                                                          (80 points)

Only bids that obtain a technical score of 70% shall be submitted for financial analysis.

The consultant shall be selected using the method of calculation of global technico-financial mark in accordante with the procedure described in this Tender File.

Bidders will remain committed to their bids for 90 days from the deadline set for the submission of bids.
