The Bidding Documents may be obtained upon publication of this bid invitation at the Municipal council of Babadjou, with présentation of an original of anon-refundable receipt of payment into the Municipal Treasury of XAF 60 000 (sixty thounsand) francs.

Each offer drafted in English or French in Seven (07) copies including the one original and six (06) copies shall be submitted in the general secretariat of the Babadjou's council not later than 28/04/2020 at 10 O'clock local time and should carry the inscription:

The maximum delivery deadiine provided for by the Contracting Authority shall be six (06) months from the date of otification of the service order to start the services.

Each bidder must include in his administrative documents, a bld bond Issued by a first rate-bank approved by the Ministry in charge of Finance featuring on the list in document 12 of the tender file of an amount of XAF Seven hundred ninety nine thousand four hundred and nînety francs (799 490) FCFA.

Under pain of being rejected, only originels or true copies certified by the issuing service or administrative authorities of the administrative documents required, including the bid bond, must imperatively be produced in accordance with the Spécial Conditions of the invitation to tender. They must obligatorily not be older than three (3) months or must not be produced after the signing of the tender file.
Any offer not in conformity with the prescriptions of this notice and tender file shall be declared inadmissible. Especially the absence of a bid bond issued by a first-rate bank approved by the Ministry in charge of Finance or the non-respect of the models of the tender file documents shall lead to a pure and simple rejection of the offer without any appeal being entertained.

The administrative documents, the technical and financial proposais shall be opened on 28/04/2020 at 11 O'clock, local time by the Régional Tender Board for Public Contracts on the ground floor of the West Régional Délégation of Public Contracts.

AU tenderers may attend the opening session or each has themselves represented by one mandated person of their choice (even in the event of a joint-venture) with sound knowledge of their file.

1 Eliminatorv criteria;
The criteria relating to the qualification of candidates could indlcatively be on the followlng;
a) Absence of Bid Bond ;
b) Absence ofan administrative document in the tender and not regularized within prescribed time;
c) False déclaration or forged document;
d) Financial capacity less than 1/3 of soumission ;
e) Failure to meet at least 70% of main évaluation criteria,
f) Omission of a quantified unit price in the financial offer;
2 Essentîal criteria:
The non-respect of these criteria shall cause the élimination of the offer.
a. Contractor's reference;
b. Own equipment to be mobilized;
c. The qualification of personnel;
d. The methodology of intervention and exécution of works;
e. The Financial capacity;
f. The présentation of the offer.

Only the bids in conformity with the technical évaluation will be admitted at the financial évaluation.

Bidders will remain committed to their offers for ninety (90) days from the deadline set for the submission of tenders.
