Participation in this invitation tender is open to insurance companies operating under Cameroon law, and located in Cameroon. They must comply with laws implemented in member states of the Inter-African Conference of lnsurance Market (CIMA).
This invitation shall be financed by the Autonomous Sinking Fund (CAA), for the financial year 2017, budgetary charge 664140 “STAFF NUMANCE”.

The tender file may be obtained upon publication of this tender notice, at the Service for Administrative and Budgetary Affairs (SAB) of the CAA, 15th floor of the SNI building in Yaoundé PO Box : 7167 Yaoundé, Phone : 222 22 22 26 / 222 22 01 87, Fax : 222 22 01 29 . and upon presentation of a cash receipt attesting payment of a non-refundable sum of CFA 75,000 (seventy-five thousand) as tender file purchase fee payable in the accouru N° 335 988 opened in the name of the ARMP. in the various agencies of BICEC in Cameroon.
A copy of the receipt shah be submitted at the venue of withdrawal of the tender file.
Each bid drafted in English or French and submitted in 7 (seven) copies, including one original and 6 (six) duplicates labeled as such, should be submitted in a sealed envelope at the Autonomous Sinking Fund, not later than 27 DEC 2016 at 2 p.m, local time, and shall be labeled as foliows:

Under risk of rejection, each bidder must include in the administrative documents, a bid bond issued by a first ratebank approved by the Minister of Finances and listed in document N° 11 of the tender file and valid for thirty (30) days beyond the original date of validity of the offers. The bond shah be fixed at CFA 1,200,000 (one million two hundred thousand).
The other required administrative documents must be produced in originals or true copies certified by the issuing service or an administrative authority (Senior Divisional Officer, Divisional Officer ...) in accordance with the Special Conditions of the invitation to tender. They must not be older than three (3) months preceding the original date of submission of bids or must have been drawn up subsequent to the signing of the tender notice.
Any offer and tender file which does not comply with the requirements of this notice shall be declared inadmissible. Especially the absence of a bid bond issued by a first-rate bank approved by the Minister in charge of Finance or the non respect of the mode! of documents of the tender file will lead to the outright rejection of the bid.
The opening of bids shall be done in two phases.
The opening of the administrative documents and technical bid shall take place on 27 DEC 2016 at 3 p.m local time,by the Internal Tender's Board of the Autonomous Sinking Fund in the conference room, 15th building in Yaoundé.
The opening of financial bids shall be held in the same room by the same Commission at a later dat Only bidders or their representatives duly authorized and with a sound knowledge of the file opening session.
12.1. Eliminatory criteria
The eliminatory criteria of this tender are the following:
- Incomplete administrative document;
- False statement, substitutions or falsification of administrative documents;
- Absence of the tender deposit;
- Absence of a license;
- Incomplete technical offer;
- Technical score below 80/100;
- Technical and financial documents not in conformity with the provisions in articles 5 and 6 of the Tender File;
- Omission of a quantified price in the financial offer
- Company undergoing temporary administrative or legal redress
- Presence of financial information in the technical bid
