Participation in this invitation to tender is open, on equal terms, to companies or firms established in the Republic of Cameroon, with proven experience in the field of road maintenance and civil engineering.

By this invitation to tender, interested companies are invited to provide in their bids, authentic information that will enable the selection of the worthy company that can carry out the services, after a thorough and objective evaluation of its file.

The services mentioned in this invitation to Tender, are financed by the Public Investment Budget of the Ministry of Public Works, 2020 financial year, for a total estimated cost of 27,700,000 (twenty-seven million seven hundred thousand) CFA Francs all taxes including. The tender file may be consulted upon publication of this notice, during working hours as from 7:30a.m. to 3:30p.m., at the Kay-Hay Council.

8.Acquisition du Dossier New(Additif)

The tender files may be obtained from the Kar-Hay Council upon publication of this notice and presentation of a receipt of payment to the Council Treasury of a non-refundable sum of 25,000 (twenty-five thousand) CFA francs representing the cost of purchasing the file.

The bids, written in English or French, produced in 7 (seven) copies including 1 (one) original and 6 (six) copies labelled as such, should be submitted at the Kar-Hay Council not later than 2 p.m., local time, on 15/5/2020 containing the following details:

Bids submitted after the closing date and time for submission of bids shall be rejected.

10.Delai de Livraison New(Additif)

The maximum delivery period allocated by the project manager shall be 4 (four) calendar months from the date of notification of the service order to commence services. This period includes rainy seasons, all extreme weather and various hardships, and runs from the date of notification of the Service Order to commence work.

11.Cautionnement Provisoire New(Additif)

Each tenderer shall enclose with its administrative documents a bid bond issued by a first-class bank approved by the Ministry of Finance and listed in Exhibit 12 of the ITT, the sum of 554,000 (five hundred and fifty-four thousand) CFA francs and valid for 30 (thirty) days as from the original date of validity of the bids.

12.Recevabilité des Offres New(Additif)

Each bidder shall attach to their administrative documents a bid bond (in accordance with the model attached hereto), the amount of 554,000 (five hundred and fifty-four thousand) CFA francs. The bond must be issued by a first class bank approved by the Ministry in charge of finance and listed in Exhibit 13 of the ITT, valid for 30 (thirty) days as from the original date of validity of bids.

Under penalty of elimination of the bid, the other required administrative documents (to be validated) must be produced in originals and copies certified by the issuing service or an administrative authority, dated less than 3 (three) months ago and valid on the day of the bid opening session, in accordance with the provisions of the Special Regulations governing the invitation to tender (SRITT).

They must be valid in accordance with the regulations in force.

Any bid that does not comply with the provisions of this notice and the tender files shall be declared inadmissible. In particular, the absence of a bid bond issued by a first class bank approved by the Ministry of Finance.

13.Ouverture des Plis New(Additif)

The bids shall be opened in one phase.

The opening of administrative documents, technical and financial bids shall take place on 15/5/2020 at 3:00 p.m., local time, fixed by the Kar-Hay Council Tenders Board in the deliberation room of that council.

Only tenderers may attend this opening session or be represented by a duly authorized person of their choice.

14.Critères d'évaluation New(Additif)

2 Evaluation Criteria:

The evaluation of bids shall be done on 3 (three) phases:

Phase 1: Verification of the compliance of each bidder's administrative file.
Phase 2: Technical evaluation of compliant administrative files.
Phase 3: Verification of the financial bids of companies whose offers have been recognized as technically qualified and compliant with administrative terms and conditions.

The bid evaluation criteria are as follows:

7.1- Eliminatory Criteria

7.1.1 : Administrative documents

a) Incomplete file or non-conformity of the administrative documents

b) Forged or false document

7.1.2 : Technical bid

a) Incomplet file or non-compliant documents;

b) False declaration, falsified or scanned documents;

c) Absence of a site visit certificate signed by the Head of the Procurement Service;

d) Turnover in Building and Public Works over the last 3 (three) years less than 50,000,000 (fifty million) CFA francs;

e) Not registered with the National Order for Civil Engineers of Cameroon (ONIGC) in the case of the works manager;

f) Have never executed a road construction contract worth more than 50,000,000 (fifty million) CFA francs;

g) Absence of proof of having managed during the last 3 (three) years, as a senior contractor, a building construction site;

h) Absence of a technical bid with the heading "organization, methodology and planning";

i) Failure to meet, at least, 36 (thirty-six) essential criteria out of 51 (fifty-one).

7.1.3 : Financial Bids

a) Incomplete financial bid;

b) Non-compliant documents ;

c) Omission of a quantified unit price state in the unit price schedule;

d) Absence of sub-details of a unit.

7.2 : Essentiels Criteria

The evaluation of the technical bids shall be made on the basis of the 51 essential criteria below:

Ø Presentation of the bid (4 criteria);
Ø Turnover (3 criteria);
Ø Access to a line of credit (3 criteria);
Ø References of the company (10 criteria)
Ø Availability of essential material and equipment (10 criteria);
Ø Work experience of management team(10 criteria);
Ø Site preparation and planning, including presentation of the file (11 criteria).

15.Attribution New(Additif)

The Mayor of Kay-Hay Council, contracting authority, shall award the contract to the tenderer whose bid is evaluated as the lowest after verification of its price and who satisfies the technical capacity required and found to be substantially responsive to the tender file.

16.Durée Validité des Offres New(Additif)

The bidder shall remain bound by their bids during a period of 90 (ninety) days, as from the date of submission of the said bids.
