Authority Within hereby the framework launches of an 2020 Open Public National investment Invitation To Budget, Tender The No 04/ONIT/MBIAME of Mbiame COUNCIUMC Council, Contracting  of 27th March 2020 For The Extension Of Electricity From Rifen To Shukov, Mbimikpu, Old Councii Junction To Upper Lam Quarters In Mbiame Mbven Sub Division, Bui Division Of The North West Region

Work to be done consists of
> Construction of MV Single Phase Line on a distance of 550m with 1x34,4mm2 
>Construction of MV/LV Single Phase Line on adistance of 1,100m With 1x34,4mm' Almele
4x25 Mm' Aluminum Twisted Cables.
>Construction of an LV single phase line on a distance of 1,200m with 4x25mm' twisjted Alufnirfum cable.
> Supply and Installation of two (2) H61-25KVA 17.32KV/B2 Single Phase Transformers.
The Sundry expenses will consist of:
> Clearing and pruning 8m width on each side of the network.
> Transportation ofwooden poles, materials and workers.

The estimated cost after preliminary studies is 31,213,721 FCFA (thirty-one million, two hundred and threeteen thousand seven hundred and twenty one FCFA)

for the Supply of Electricity Network From Rifen To Shukov, Mbimikpu, Quarter And From The Old Council Junction To Upper Lam Quarters In Mbiame Mbven Sub Division, Bui Division Of The North West Region

Participation to this Invitation to Tender is opened to Cameroonian enterprises that are in compliance with the Cameroon laws.

Works which form the subject of this Invitation to Tender shall be financed by the PIB MINDDEVEL 2020. Budget head number 54 27 351 641629 2254

The file may be consulted during working hours at the Mbiame Council, Contract Award Service, as soon as this notice is published.

The file may be obtained from the office In charge ofContract Award Service as soon as this notice is published against payment of the sum of 51,000 Francs CFA (fifty-one thousand Francs CFA), payable atthe Mbiame Council Treasury, representing the cost of purchasing the Tender File.

Each offer drafted in English or French in 07 (seven) copies including 01 (one) 06, (ax) copies marked as such, should reach the Mbiame Council, Contract Award Service not later than 22nd MAY 2020 at 10:00 am local time and should carry the inscription:

The maximum deadline provided by the Delegated Contracting Authority for the execution of the works forming the subject ofthis Invitation to Tender is four (04) months

Each bidder must include in his administrative documents, a bid bond Issued by a first-rate banking establishment approved by the Ministry in charge of Finance and whose list is found in document No. 12 of the Tender File, of an amount of 624,280 (six hundred and twenty-four thousand, two hundred and eighty FCFA) and valid for thirty (30) days beyond the date of validity of bids

Under penalty of being rejected, only originals orcertified true copies signed by the issuing service or administrative authorities must imperatively be produced in accordance with the Special Regulations of the Invitation to Tender.
They must obligatorily not be older than four (04) months preceding the date ofsubmission of bids or may be established after the signature of the tender notice
Any bid not in compliance with the prescriptions of the Tender File shall be rejected. This refers especially to theabsence ofa bid bond issued by a first-rate bank approved by the Minister in charge ofFinance..

The bids shall be opened in a single phase. The opening of the administrative documents, the Technical and Financial offers will take place onthe 22nd MAY 2020 at 11 AM local time, in the conference hall of the Mbiame Council Internal Tenders' Board, by its competent Members. Only bidders may attend or be represented by duly mandated personsoftheir choice

Evaluation criteria
The bids shall be evaluated according to the main criteria as follows:
A. Eliminatorv criteria
1. -Deadline for delivery higher than prescribed;
2. -False declaration or falsified documents;
3. -Absence or insufficient bid bond;
4. -A bid with the external envelope carrying a sign or mark leading to the identification of the bidder;
5. -Incomplete financial file;
6. -Change of quantity or unit;
7. -Non respect of22127 (80%) ofessential criteria;
8. Essential criteria
1- General presentation of the Tender Files;
2- Financial capacity;
3- References of the company in similar achievements;
4- Quality of the personnel;
5- Technical organization of the works;
6- Safety measures on the site;
7- Logistics;
8- Attestation and report of site visit;
9- Special Technical Clauses initialed in all the pages;
10- Special Administrative Clauses completed and initialed in all the pages.

This evaluation will be done in a binary way (yes) or (no) with an acceptable minimum of 22/27 (80%) ofthe essential criteria taken in account.
The Contract will be awarded to the bidder who would have proposed the offer with the lowest amount, in conformity with the regulations of the Tender Documents and having satisfied to 100% of the eliminatory criteria and at least 22/27 (80%) ofthe essential criteria.
 

Bidders will remain committed to their offers for ninety (90) days from the deadline set for the submission of tenders
