Within the framework of realising its 2020 approved activities, the Director General of the South West Development Authority (SOWEDA) hereby launches an Open National Invitation to Tender for the Rehabilitation and Renovation of SOWEDA Office Buildings, By Emergency Procedure

The various works to be executed shall include:

-        Preparatory works

-        Other works

-        Wood, Aluminium, Glass & Iron works

Plumbing & Sanitation Painting & Decoration Electrifıcation

The estimated cost of the work following prior studies stands at the sum of FCFA 12,000,000 (twelve million francs).

This National Invitation to Tender is open to Cameroonian-based enterprises/contractons that have proven their ability and expertise in the execution of such works

I'he work which forms the subject of this invitation to tender shall be financed by the 2020 Running I3udget of SOWEDA (GoC/Line 612120).

Interested bidders can consult the tender file at the Head Office of SOWEDA, Buea (Department of Administration and Finance) during working hours (7.30 a.m. to 3.30 p.m.) Monday to Friday

The file may be obtained from the same address above, as soon as this notice is published against payment of a non-refundable fee of FCFA 10,000 (ten thousand francs) into the CAS-ARMP Account N° 335 988 in any BICEC Bank Branch

The maximum deadline for the execution of the works shall be 02 (two) months from the date of issue of Service Order for the commencement of works.

Each bidder shall have to include in his tender a standard bid form indicating costs exclusive of ail taxes and taxes included and work execution deadlines.

Each bidder shah include in their administrative documents a bid security (in conformity with the model giyen in the annex) amounting FCFA 240,000 (two hundred and forty thousand francs).The bid security must be issued by a banking or insurance institution approved by the Ministry of Finance (see list in the annex).

The offers shall be opened in a single phase. The administrative, technical and financial bids shall be opened on 22/05/2020 at 11.00 a.m., local time by the SOWEDA Internai Tenders Board in the SOWEDA Conference Hall, in the presence of the bidders or duly authorized representatives having full knowledge of the file (power of attorney).

. Eliminatory Criteria

v Absence of a bid bond

:• Absence or non-conformity of an administrative document within 48hours after bids opening

v False declaration or falsifıed document

v Uncertifıed diploma(s) of personnel

v Financial capacity (> 50%) of the amount of the project;

v Absence of declaration of non-abandonment of a public contract during the fast three years;

• ·'• Lack of proof attesting to the previous execution of at least 03 (three) contracts of similar nature during the fast 5 years.

Essential Criteria

The following binary mode of evaluation shall be used:

Methodology of works (organization, planning and conduct of works

Only bids that would have obtained a score of at Ieast 70% of `YES' responses in the technical evaluation shall be retained for financial evaluation.

The contract shall be awarded to the bidder with the least financial offer after having qualified administratively and technically.

Bidders will remain committed to their offers for a period of 90 days from the deadline of submission of tenders.
