Within the framework of the 2020 Public Investment Budget, the Mayor of Idenau Council launches an Open National Invitation to Tender by Emergency Procedure FOR THE EXTENSION OF ELECTRICITY TO THE SUB DIVISIONAL HOSPITAL IN IDENAU, WEST COAST SUB DIVISION —FAKO DIVISION

The works comprise the outcome of the preliminary studies carried out and the detailed information provided in the technical specifications. (Document V, Page 52)

The estimated costs after preliminary study is 16, 500,000 (Sixteen Inillion five hundred thousand) FCFA

The tender is open to duly legalized Cameroonian enterprises that fulfil the requirements of this invitation to tender.

The maximum period provided for the execution of the works is fixed at three (03) months

Each bidder must include in his/her administrative documents a bid bond issued by a fırst rate bank approved by the Ministry in charge of finance and recognized by COBAC (Commission Bancaire pour l'Afrique Centrale) featuring on the list in Document 12 of this tender file of an amount of : 330,000 (Three hundred and thirty thousand) FCFA.

NB: It is set at 2 % of the estimated amount, ail taxes inclusive, and with a validity period of ninety (90) days from the date the bids are opened.

The bids shall be opened in a single (01) phase on 14/05/2020 at 11.00 am local time by the Idenau Council Internai Tenders Board in the Confe enceHall of Idenau Council. Only bidders may attend or their duly accredited representatives with Power of Attorney.

ELIMINATORY CRITERIA Bids shall be rejected when:

1-      It lacks bid bond in Administrative document;

2-      The technical score is less than the minimum required;

3-      Failure to present meeting documents in Administrative file in 48 hours alter opening of bids

4-      It has any fake or forged document;

5-      Absence of quantified unit price.

6-      Noncompliance with the model bid documents (Documents 9 and 10).

7-      It carries any false information.

8-      Enterprise has any abandoned project 15.2: MAIN QUALIFICATION CRITERIA: The criteria relating to the qualification of candidates will indicatively be on the following:

1-      Turnover at least: 14 500 000 FCFA                                                                     Yes / No

Experience of supervisory staff

- The Contract shall be awarded to the lowest bidder fulfilling the best technical and financial conditions.

Bidders shall be bound by their bids for a validity period of 90 (ninety) days with effect from the date of opening of bids.
