Within the framework of the 2020 Public Investment Budget, the Mayor of Idenau Council launches an Open National Invitation to Tender by Emergency Procedure FOR THE CONSTRUCTION OF A BOREHOLE EQUIPPED WITH MANUAL PUMP (WHP) IN IDENAU, WEST COAST — FAKO DIVISION.

The works comprise the outcome of the preliminary studies carried out and the detailed information provided in the technical specifications. (Document V, Page 52)

The estimated costs alter preliminary study is 8,000,000 (Eight million) FCFA

The tender is open to duly legalized Cameroonian enterprises that fulfıl the requirements of this invitation to tender

The works which form the subject of this invitation to tender shall be financed by Public Investment Budget of the 2020 financial year; Budget Head No: 5427351016419192246821

lnterested eligible bidders may obtain further information during working hours (7:30 am to 3:30 pm) as from the date of publication of this tender notice, at the General Secretariat, Idenau Cou ncil.

The complete tender file may be obtained from the General Secretariat, Idenau Council upon presentation of a treasury receipt attesting to the payment of a non-refundable sum of: 20,000 (Twenty thousand) FCFA at the Municipal Treasury of Idenau.

Each bid drafted in English or French in seven (07) copies including the original d_r ix (06) copies marked as such, should reach the General Secretariat, Idenau Council on~at 10.00 am local time and labelled.

The maximum period provided for the execution of the works is fıxed at three (03) months.

Each bidder must include in his/her administrative documents a bid bond issued by a first rate bank approved by the Ministry in charge of finance and recognized by COBAC (Commission Bancaire pour l'Afrique Centrale) featuring on the list in Document 12 of this tender file of an amount of 160,000 (One hundred and sixty thousand) FCFA

The bids shall be opened in a single (01) phase on,. 2. tat 11.00am local time by the Idenau Council Internai Tenders Board in the Conference Hall of ldenau Council. Oniy bidders may attend or their duly accredited representatives with Power of Attorney.

15.1: ELIMINATORY CRITERIA Bids shall be rejected when:

1-   It lacks bid bond in Administrative document;

2-   The technical score is less than the minimum required;

3-   Failure to present meeting documents in Administrative file in 48 hours after opening of bids

4-   It has any fake or forged document;

5-   Absence of quantified unit price.

6-   Noncompliance with the model bid documents (Documents 9 and 10).

7-   It carries any false information.

8-   Enterprise has any abandoned project

15.2: MAIN QUALIFICATION CRITERIA:

The criteria relating to the qualification of candidates will indicatively be on the following:

1-   Turnover at Ieast: 8 000 000 FCFA                                                                       Yes / No

2-   Attestation of Solvency from a recognized bank not less than 4 000 000 FCFA Yes / No

3-   Enterprise's references                                                                                           Yes / No

4-   Methodology                                                                                                         Yes / No

5-   Availability of material and essential equipment                                                   Yes / No

6-   Experience of supervisory staff                                                                              Yes / No
NB: Non-respect of two (02) of the Qualification criteria shall entai! rejection of the bid.

The marking scale for bids by scoring of points is banned in favour of the binary method (l'es or No).

- The Contract shall be awarded to the lowest bidder fulfilling the best technical and financial conditions

Bidders shall be bound by their bids for a validity period of 90 (ninety) days with effect from the date of opening of bids
