Within the framework of the execution of the budget of 2020 financial year, theCity Mayorof Bamenda City Council hereby launches under the emergency procedure an open national invitation to tender for the above-mentioned project.
The works to be executed shall include:
- Site installation;
- Earth Works for yard infront of the hall, roadway, etc;
- Concrete works for foundations and stone masonry abutments of retaining walls.
- Concrete works for gutters, gutter slabs and pavement blocks.
All other works as specified in the bill of quantities and cost estimate
The estimated accrued cost after preliminary studies is Seventeen million seven hundred and fourty six thousand eight hundred and eighty FCFA (17,746,880)FCFA inclusive of all taxes.
The works are regrouped in a single lot.
Participation in this invitation to tender is opened to all national companies specialized in building construction and public works.
Works referred to in this invitation to tender shall be funded by the Bamenda City Council2020 budget under the budgetary Head: 220 140.
The tender documents may be consulted during working hours at the Bamenda City Council, Department of Technical Services, Service of Direct Works, Tel: 233 36 12 67,upon publication of the invitation to tender.
The file may be obtained from the Department of Technical Services, Service of Public Contracts and procurement of the City Council at Mulang in Bamenda, as soon as this notice is published against payment of the sum of thirty thousand four hundred(30,400) CFA francs, payable into the Bamenda City Council Treasury under the budgetary head 712 101.
Tenders drafted in English or French shal be in five (5) copies, including one (01) original and four (4) copies, labelled as such. The bids shall reach the Department of Technical Services of Bamenda City Council, in sealed envelopes, not later than 02/06/2020at 12 noon. They shall bear the following:

The maximum deadline provided by the Contracting Authority for the execution of the works forming the subject of this invitation to tender is two and a half (2.5) calendar months.
Each bidder must include in his administrative documents, a bid bond issued by a first-rate banking establishment approved by the Ministry in charge of finance and whose name is in the list found in document No. 12 of the Tender File, of three hundred and fifty-four thousand nine hundred and fifty (354,950) CFA Francsand valid for ninety (90) days as from the latest date of submission of bids.
For fear of being rejected, only originals or true copies certified by the issuing services or administrative authorities must imperatively be produced in accordance with the Special Regulations of the invitation to tender.
They must obligatorily be not older than three (3) months preceding the date of submission of bids or may be established after the signature of the tender notice.
Any bid not in compliance with the prescriptions of the Tender File shall be declared inadmissible. This refers especially but not limited to the absence of a bid bond issued by a first-rate bank approved by the Minister in charge of Finance.
The Administrative documents, Technical and Financial bids shall be opened in a single phase on the 02/06/2020at 1pm, local time, by the Bamenda City Council Internal Tenders Board, at the Bamenda City Council Conference Room.
Bidders may attend or be represented by duly mandated persons.
1. Main eliminatory criteria
i) Eliminatory criteria
- In-complete administrative or technical file;
- Forged, scanned, false or fake document;
- Absence or insufficient bid bond;
- Deadline of execution more than the prescribed;
- Omission of a quantified task on the bill of quantities;
- Financial proposal more than the provision;
- Technical mark less than 70% (28 points).
ii) Essential criteria
- The following essential criteria shall be evaluated in a binary manner (satisfactory or not) and will include:
- Financial situation;
- Equipment;
- Personnel;
- Methodology of execution and conformity with technical specifications,environmental protection and
hygiene;
- References for similar works.
The contract shall be awarded to the bidder whose bid has been judged essential in compliance with the tender file and is evaluated as the lowest.
Bidders will be bound by their tender for a period of ninety (90) days with effect from the tender-submission deadline.
