Within the framework of execution of the 2016 Budget, the General Manager of SODEPA launches an Open National Invitation to Tender, in emergency procedure, for the supply, installation, commissioning of one (1) slaughter cold room and training of staff in the Livestock Development Corporation (SODEPA)

The services of this Contract comprise:

- Supply of kit modules and accessories for cold rooms;

- Site installation;

- Implementation of the framework of the cold room (walis, floors, doors, etc.);

 - Implementation of the condensate evacuation system; Commissioning of the cold room (tests and start-up);

 - Training of staff in the use and maintenance of the cold room.

  The fore cast cost of the operation after preliminary studies stands at fifteen million (15 000 000) CFAF.

The services are presented in one (1) single lot.

  Participation in this tender is open to all enterprises incorporated and based in Cameroon, with expertise in the fields of refrigeration and air-conditioning.

  The services concerned in this Invitation to Tender will be financed by the SODEPA Budget for the 2016 financial year

The tender file can be obtained at the SODEPA Head Office at Yaounde MFANDENA Rue FOE, Contracts Service Office, on publication of this notice, upon payment of a non-refundable sum of twenty-five thousand (25 000) CFAF into the account entitled CAS-ARMP Special Account opened in BICEC branches (Yaounde-main branch, Douala-Bonanjo, Limbe, Buea, Dschang, Bafoussam, Bertoua, Ebolowa, Bamenda, Ngaoundere, Garoua and Maroua).

  Each bid drafted in English or French in seven (7) copies, including the original and six (6) duplices, labelled as such, must reach the Contracts Service of SODEPA, not later than 19 DEC 2016 at 11 a.m. prompt, and must be labelled as follows:

"Open National Invitation to Tender Notice

N°002/A0NO/SODEPA/CPM/2016 of 24 November 2016, in emergency procedure; for the supply, installation, commissioning of one (1) slaughter cold room and training of staff in the Livestock Development Corporation (SODEPA).

(To be opened only during the tender review session)"

  The maximum period provided for by the Contracting Authority for delivery of the supplies concerned in this tender is sixty (60) days.

Each bidder must attach to his administrative documents, a bid bond of three hundred thousand (300 000) CFAF, issued by a first-class bank approved by the Ministry in charge of Finance, as listed in Document 12 of the Tender File and valid for th i rty (30) days beyond the deadline for validity of bids.

At the risk of rejection, the required documents of the administrative file must be originals or true copies certified by the issuing service or competent administrative authority, in accordante with the requirements of the Special Tender Regulations. They must not be more than three (3) months old or must have been established after the date of signature of the Invitation to Tender Notice.

Any offer that does not comply with the requirements of the Tender File, will be declared inadmissible. The absence, especially, of a bid bond issued by a first-class bank approved by the Ministry in charge of Finance or non-compliance with model documents of the Tender File, will lead to the outright rejection of the bid, without any recourse.

Bids will be opened in one single„_ippase. Administrative documents and technical and financial files will be opened on 19 DEC 2016 at 12 noon prompt by the Internal Tenders Board of SODEPA in the Conference Hall sitûated on the first of the building hosting the SODEPA Head Office at Yaounde MFANDENA, Rue FOE.

Only bidders can attend this session or be represented there by a duly authorized person of their choice.

14.1 Eliminatory Criteria

 -  Absence or non-compliance of an administrative document (subject to the provisions of point 1.1 of Circular No. 002/CAB/PM of 31 January 2011 relating to improvement of the performance of Public Contracts;

 - False declaration or falsified document;

 - Non-fulfillment of 80% of essential qualification criteria;

 - Absence of a quantified unit price.

14.2. Essential Criteria

Technical offers will be evaluated following the binary system (yes/no), and based on the

following essential criteria:

-  Bidder's financial capacity;

-  Bidder's references in the field subject to consultation ;

-  Compliance of proposed supplies with technical specifications;

-  Installation, commissioning of the cold room and training of staff;

-  After-sales service;

-  Experiences of the staff;

-  Presentation of the bid.

The Contracting Authority will award the contract to the bidder whose bid is evaluated as the lowest and fulfills the required technical and financial capacities resulting from the essential or eliminatory criteria.

Bidders will remain bound by their bids for ninety (90) days, from the deadline set for submission of bids.
