Within the framework of execution of the 2016 Budget, the General Manager of SODEPA launches an Open National Invitation to Tender, in emergency procedure, for the supply of agricultural equipment and materials to the corporation.
This Invitation to Tender consists in supplying:
- Three (3) balers (baling machines) ;
- Three (3) seed drills;
- Three (3) sprayers;
- Three (3) trailers;
- Three (3) harrows.
The forecast costs of the operation after preliminary studies stand at:
— Lot 1: One hundred million (100 000 000) CFAF ;
— Lot 2: Seventy-one million one hundred and fifty thousand (71 150 000) CFAF.
This Invitation to Tender comprises two (2) lots:
— Lot 1 : Supply of balers (baling machines);
— Lot 2 : Supply of seed drills, sprayers, trailers and harrows
Participation in this Invitation to Tender is open to enterprises incorporated and based in Cameroon, with expertise in the field of supply of agricultural equipment and materials.
The supplies of this Invitation to Tender will be financed by the SODEPA Budget for the 2016 financial year.

The Tender File can be obtained at the SODEPA Head Office, at Yaounde MFANDENA, Rue FOE, Contracts Service Office, on publication of this Notice, upon payment of a non-refundable sum of one hundred and twenty thousand (120 000) CFAF into the account entitled Special CAS-ARMP Account opened in BICEC branches ( Yaounde-main branch, Douala Bonanjo, Limbe, Buea, Dschang, Bafoussam, Bertoua, Ebolowa, Bamenda, Ngaoundere, Garoua and Maroua).
Each bid drafted in English or French in seven (7) copies, including the original and six (6) duplicates, labelled as such, must
reach the Contracts Service of SODEPA, not later than 19 DEC 2016 at 12 a.m. prompt, and must be labelled as
follows:

- 9. Admissibility of Bids
At the risk of rejection, the required documents of the administrative file must be originals or true copies certified by the issuing service or competent administrative authority, in accordance with the requirements of the
The maximum period provided for by the Contracting Authority for delivery of the supplies concerned in this tender is tour (4) months.
Each bidder must attach to his administrative documents, a bid bond of two million (2 000 000) CFAF for lot 1; and one million four hundred and twenty-three (1 423 000) CFAF for lot 2, issued by a first-class bank approved by the Ministry in charge of Finance, as listed in Document 12 of the Tender File and valid for thirty (30) days beyond the deadline for validity of bids.
At the risk of rejection, the required documents of the administrative file must be originals or true copies certified by the issuing service or competent administrative authority, in accordance with the requirements of the Special Tender Regulations. They must not be more than three (3) months old or must have been established after the date of signature of the Invitation to Tender Notice.
Any file that does not comply with the requirements of the Tender File, will be declared inadmissible. The absence, especially, of a bid bond issued by a first-class bank approved by the Ministry in charge of Finance or non-compliance with model documents of the Tender File, will lead to the outight rejection of the bid, without any recourse.
Bids will be opened in one single phase. Administrative documents and technical and financial files will be opened on 19 DEC 2016 at 13 noon prompt by the Internal Tenders Board of SODEPA in the Conference Hall situated on the first floor of the building hosting the corporation's Head Office at Yaounde MFANDENA, Rue FOE.
Only bidders can attend this session or be represented there by a duly authorized person of their choice.
13.1 Eliminatory Criteria
- Absence or non-compliance of an administrative document (subject to the provisions of point 1.1 of Circular No. 002/CABIPM of 31 January 2011 relating to improvement of the performance of Public Contractacts;
- False declaration or falsified document;
- Non-fulfillment of 80% of essentiel qualification criteria;
- Absence of a quantified unit price.
13.2. Essential Criteria
Technical offers will be evaluated following the binary system (yes/no), and based on the following essentiel criteria:
- Bidder's financial capacity;
- Bidder's references in the field subject to consultation ;
- Compliance of proposed supplies with technical specifications;
- After-sales service;
- Experiences of the staff;
- Presentation of the bid.
Only bidders who MI have obtained at least 80% of the essential criteria will be admitted for financial analysis.

The Contracting Authority will award the contract to the bidder whose bid is evaluated as the lowest and deemed to be in compliance with the requirements of the Tender File.
A bidder can be awarded two (2) lots.
Bidders will remain bound by their bids for ninety (90) days, from the deadline set for submission of bids.
