Within the frame of restructuring of LABOGENIE, the Director General of the LABOGENIE, Project Owner, hereby launches on behalf of LABOGENIE, an Open National Invitation to Tender in an urgency Procedure for the execution of rehabilitation works on the Littoral regional delegation and the annexes of the North, west and South West of LABOGENIE for the 2016 financial year.  These rehabilitation works are divided into four (04) independent lots as follow:

Lot1: Rehabilitation of the Littoral regional delegation;

Lot2: Rehabilitation of the annex of the North;

Lot3: Rehabilitation of the annex of the West;

Lot4: Rehabilitation of the annex of the South west.

Participation to this consultation involves Enterprises based in Cameroon. An Enterprise may bid for the four lots.

The works object of this Invitation to tender are financed by the programm- budget of the LABOGENIE- Financial year 2016.

The estimated cost of the operation at the end of preliminary studies is :

 LOT 1 : F CFA  50 000 000 TTC

 Lot 2 : F CFA  30 000 000  TTC

The Tender Files can be obtain at the Sub-Department of Human Resources, Logistics and Legal affairs, Material and Contracts Services, LABOGENIE Headquarter, upon the publication of this notice against the presentation of a receipt of payment of an amount non-refundable of the sum of  50 000  CFA Francs in one of the following accounts opened on behalf of ARMP in the BICEC banks under the numbers  33598860001/44 at Yaounde and 33598860001/39 at  Douala – Bonanjo.

The copy of this receipt shall be submitted at the withdrawal  Tender file's place and shall bear the bidder's references.

For the execution of  rehabilitation works on the Littoral regional delegation and the North, West and South West Annexes of the National Civil engineering Laboratory ( LABOGENIE)

FINANCING: Programme- Budget - Financial Year 2016

 "To be open only during the bid opening session"

 The execution deadline established by the Project Owner for the realization of these works is four (04) months for the  Lot 1 and three months (03) for  the other lots.

 Each bidder shall attach to its administrative documents, a bid bond of an amount of: 

Lot1: 500 000 CFA francs;

Lot2: 250 000 CFA francs;

Lot3: 250 000 CFA francs;

Lot4: 250 000CFA francs.

            Issued by a first rank bank approved by the Ministry of Finance.

            The absence of the bid bond or the non-compliance of the models of the documents of the tender files shall lead to a simple and pure rejection of the offer.

Each offer not in conformity with the prescriptions of this notice and Tender File shall be declared inadmissible. Under pain of rejection, the administrative documents , produced in original or in true certified copies should not be more than three ( 03) months and should be valid on the day of the opening of bids, in   conformity to the provisions of the Supplementary Regulations of the invitation for tender.

a)     A stamped intent letter of bidding, presenting names, surnames, rank and the authorities assigned to  the offer signatory, as well as the name and the address of the company and its headquarters.

b)     Non solvency certificate not older than three (03) months, signed by the administration or its representative;

c)      Non bankruptcy certificate not old than three (03) months issued by the Court (or the Chamber of Trade) of the bidder's residence.

f)      A bidding certificate issued by the National Social Funds attesting that the bidder satisfied  its obligations vis-à-vis this  funds, not old than three( 03) months;

g)     A certificate of banking domiciliation issued by a first rate bank approved by MINFI;

h)    A non exclusion from public contracts  certificate not old than three (03) months issued by the Public Contracts Regulatory Board ( ARMP);

i)      A localisation certificate and a localisation plan;

j)      A certified copy of 2016 business licence;

k)     A certified copy of taxpayer’s card

They must not be older than three (03) months preceding the original date for submission of bids or have been established after the signing date of the Tender Notice.
Incomplete offers in accordance with the requirements of the bidding documents will be declared inadmissible. Including the absence of the bid bond issued by a first class bank approved by the Ministry of Finance or the failure models of parts of the tender document, will result in rejection of the offer.

The opening of bids shall take place on 16/12/2016 at 12.30 p.m in the conference hall of LABOGENIE at  Yaoundé by the Internal Tenders Board.

Only bidders shall  attend the bids  opening session or  duly be represented by one person of their choice( even in case of grouping) with a perfect knowledge of the file.

The evaluation of bids shall take place three times. The administrative, technical and financial offers according to the eliminatory and essential criteria following the rating system Yes/No, in accumulate combination of technical and financial rating.

Technical proposals will be evaluated on the basis of criteria and sub criteria defined in the Supplementary Regulations of the Bidding (RPAO).

1. Elimination Criteria

The qualifying criteria for this tender are:

 -        Incomplete administrative file;

 -        False declaration or forged;

 -        Failure to meet major technical specifications (CCTP);

 -        Lack of a quantified unit price;

 -        Non-compliance submission template;

 -        Technical rate less than seventy percent (70%) of Yes over one hundred (100);

 -        Absence of quantified unit price in the financial file;

 -        Absence of detail unit price.

2. Essential criteria

 The criteria for the qualification of candidates will indication on:

 -        Financial Position;

 -        Experience;

 -        Personels;

 -        Materials.

 An enterprise is technically qualified if its has at least seventy percent (70%) of Yes over one hundred (100);

The contract shall be awarded to the lowest bidder with the best offer that qualifies technically for the execution of works in conformity with the provisions of the tender file. The two (02) lots can be awarded to the same bidder.

Bidders should remain engaged by his/her bids for  ninety (90) days from the date limit of their submissions.
