Within the framework of effectively carrying out its missions and ensuring the production of high yield quality rice to fight against poverty and hunger in Cameroon, the General Manager of the Upper Nun Valley Development Authority (UNVDA), Contracting Authority, hereby launches an Open National Invitation to Tender in emergency procedure for the opening/dredging of 8 km of primary canals and river inlet/outlet of dams in Balikumbat, Ngoh Ngoh, Bafanji, Bamunkumbit and Bambalang farms of Upper Bamunka sector in UNVDA NDOP

The nature ofworks to be carried out within the framework ofthis tender includes:
- Surveying and pegging:
- Bush clearing;
- Earth works (Opening/Dredging and re-shaping of primary canals (Trapezoidal form).

The estimated cost of the operation following prior studies stands at 80 493 750 (Eighty Million Four Hundred and Ninety Three Thousand Seven Hundred and Fifty) CFA Francs Tax Inclusive.

The maximum execution deadline prpvi.ded for by the Contracting Authority for the execution of the works subject ofthis tender shall be Three (03) months.

Participation to this tender Is open to bidders, justifying a proven and verifiable experience in the domain.

Works which form the subject of this tender shall be financed by the 2020 Public Investment Budget of MINADER, Nomenclature: 221102.

TO BE OPENED ONLY DURING THE BIDS OPENING SESSION 

The maximum execution deadline prpvi.ded for by the Contracting Authority for the execution of the works subject ofthis tender shall be Three (03) months.

Each bidder must include in their administrative documents a bid bond issued by a first rate bank approved by the Minister of Finance and recognized by COBAC featuring on the list in document of the tender file of amount of: 2 00 000 (Two  Hundred and  Thousand)francs CFA.
The bid bond will remain valid for (30) days beyond the original date set for the validity of offers (90 days).
N.B: Certified checks will not be accepted

To risk not being rejected, the other administrative documents required must be produced in originals or certified true copies by the issuing service or an administrative authority in accordance with the Special
Conditions of the Invitation to tender. 
They must not be older than three (3) months preceding the original date ofsubmission of bids or must not have been established after the signing of the tender notice. Any incomplete offer in accordance with the prescriptions of this notice and Tender File shall be declared inadmissible.
This applies especially the absence of a bid bond Issued by a first-rate bank approved by the Ministry In charge of Finance.

The bids shall be opened in a single phase 18 Juin 2020 at 11 o'clock local time by the UNVDA Internal Tenders Board situated at the conference hall of UNVDA at Ndop, in the presence of bidders or duly authorized representatives heaving full knowledge ofthe file.

b) Absence of an honorary attestation signed by the bidder attesting that the bidder has not abandoned
any contract within the last three (03) years and that the bidder does not figure in the list of defaulter
enterprises established yearly by the Minister of Public Contracts;
c) False declaration orfalsified documents.
Technical bids:
a) Falsified declaration or falsified documents;
b) Non obtaining 06 out of 07 essential criteria (except the criterion of references of Contractor);
c) Have less than 80 %of technical points.
Financial bids:
a) Non conformity of tender submission;
b) Absence ofquantified price.

Only tenders will have at least 80 %of technical points shall be retained for financial evaluation

The Contract will be awarded to the Bidder whose bid is deemed to be in compliance essentially wit the Tender File and has the required technical and financial capacities to execute the contract satisfactorily,
and whose bid will have been evaluated as the lowest.

Bidders will remain committed to their tenders for a maximum period of ninety (90) days from the deadline set for the submission of tenders.
