Subject of the invitation to tender:
Within the framework of reducing the risks of food shortage through the execution of the 2020 Public Investment Budget of MINADER, the General Manager of UNVDA, Contracting Authority, hereby launches an Open National invitation to tender in emergency procedure for the acquisition of 1 200 tons of paddy in
UNVDA Ndop.

Theservices of this contract comprise notably:
- Acquisition of clean paddy;
- Transportation to the central warehouse;
- Stackingof paddy in lots of 50 tons each.

The estimated costsafter preliminary studies stand at: 248 000 000 (Two Hundred and Forty Eight Million)
CPA francs Tax Inclusive.

The services, subject of this invitation totender, are in a single lot: The acquisition of paddy in UNVDA Ndop

Participation in this invitation to tender isopento all interested Cameroonian based-service providers with founded experience in the said domain

Services which form the subject of this invitation to tender shall be financed by the 2020 Public Investment Budgetof MINADER, Nomenclature 331200.

Each bid drafted in English or French in seven (07) copies including one (01) original and six (06) copies marked as such, should reach the General Secretariat UNVDA not later than 18 JUIN 2020 at 10 o'clock local time and should carry the inscription:

The maximum deadline provided by the Contracting Authority for the execution of the services, subject of this invitation to tender is Six (06) months

Each bidder must include in his administrative documents, a bid bond issued by a first-rate banking
establishment approved by the Ministry in Charge ofFinance and whose list is found in document No. 9 of the Tender File, ofan amount of 4 960 000 (Four Million Nine Hundred and Sixty Thousand) CFA Francs.
The bid bond will remain valid for (30) days beyond the original date set for the validity ofoffers (90 days).
N.B: Certified checks will not be accepted

Subject to being rejected, documents in the administrative file must include only originals or true copies certified by the issuing service or competent administrative authorities in accordance with the Special
Regulations of the invitation to tender. These documents must be less than three (03) months old or established afterthe signing of the tender notice.
Any bid not in conformity with the prescriptions of the Tender File shall be declared inadmissible. Especially
the absence of a bid bond issued bya first-rate bank approved bythe Minister in chargeof Finance or the nonrespectofthe models ofthe tender file documents shall leadto a pure and simple rejection ofthe bid.

The bids shall be opened in a single phase.
The opening of administrative documents, technical and financial bids, is on 1 8 JUIN 2020 at 11 o'clock localtime by the UNVDA Internal Tenders Board situated at the conference hall of UNVDA at Ndop.

Administrative Documents:
a) Absenceof a bid bond issued by a first-rate bank approved by the Ministry in charge of Finance;
b) Absence of an honorary attestation signed by the bidder attesting that the bidder has not abandoned any
contractwithin the last three (03) years and that the bidder does not figure in the listof defaulter enterprises
established yearly by the Minister of Public Contracts;
c) Falsedeclaration or falsified documents.
Technical bids;
a) Falsified declaration or falsified documents;
b) Absence of an attestation to a credit line or other sources equivalent to at least One Hundred and Twenty
Five Million (125 000 000) CFAF;
c) Non obtaining 06 out of 07 of essential criteria (Except the criterion on Information on qualification
(references in similar supplies));
d) Absence ofRice Moisture Tester toevaluate the moisture contain in paddy:
e) Have less than 80% of technical points.
Financial bids;
a) Non conformity oftender submission;
b) Absence ofquantified price.

N.B.: The evaluation of the technical bid will be done by adding the YES obtained for each criterion. If this mark is
less than 80% of technical points, the bid will be judged insufficient, disqualified and excluded for financial
evaluation.

The contract will be awarded to the bidder who has proposed the offer with the lowest amount, in conformity with the regulations of the Tender Documents and having satisfied 100% of the eliminatory criteria and 80% of the essential criteria.

Bidders will remain committed to theiroffersfor Ninety (90) days from the deadline set for the submission of bids.
