The General Manager of UNVDA Ndop hereby launches an Open National Invitation to Tender in emergency procedure for the acquisition ofpackaging materials for finished products in UNVDA Ndop.
The services to be provided through this tender consist of the supply of packaging material for finished products.
The estimated cost of the project is as follows: 119 250 000 (One Hundred and Nineteen Thousand Two Hundred and Fifty Thousand) francs CPA Tax Inclusive.
The supplies shall be in a single lot defined as follows: Acquisition of packaging materials for finished products.
This open invitation to tender is intended for any Cameroonian statutory company operating in this sector of activity and having experience in the supply of packaging materials.
This tender shall be financed by the "Contrat d'Objectifs Minimum" State/UNVDA, MINFI CHAP 93, 2020 financial year.

Complete offers written in English or French in seven (07) copies, including the original and six (06) copies marked as such, sealed in an envelope shall be deposited at the General Secretariat UNVDA, P.O. Box 25 Ndop, Email: unvdandop@ymail.com , Tel: (237) 691 79 83 72/ 672 86 14 16, on or before 19 JUIN 2020 at 10 am, local time. The sealed envelope should carry the inscription:

The maximum delivery deadline provided for by the Project Owner for delivery ofthe supplies related to this tendershall be Three (03) months.
Each bidder must include in their administrative documents a bid bond issued by a first rate bank approved by the Minister of Finance and recognized by COBAC featuring on the list in document of the tender file of amount of: 2 385 000 (Two Million Three Hundred and Eighty Five Thousand)francs CFA.
The bid bond will remain valid for (30) days beyond the original date set for the validity of offers (90 days).
N.B: Certified checks will not be accepted.
To risk not being rejected, the other administrative documents required must be produced in originals or certified true copies by the issuing service or an administrative authority in accordance with the Special Conditions of the Invitation to tender.
They must not be older than three (3) months preceding the original date ofsubmission of bids or must not have been established after the signing of the tender notice. Any incomplete offer in accordance with the prescriptions of this notice and Tender File shall be declared inadmissible.
This applies especially the absence of a bid bond Issued by a first-rate bank approved by the Ministry In charge of Finance.
The bids shall be opened in a single phase on 18 JUIN 2020 at 11 o'clock local time by the UNVDA Internal Tenders Board situated at the conference hall of UNVDA at Ndop, in the presence of bidders or duly authorized representatives heaving full knowledge ofthe file.

Administrative Documents:
a) Absence ofa bid bond issued by a first-rate bank approved by the Ministry in charge ofFinance;
b) Absence of an honorary attestation signed by the bidder attesting that the bidder has not abandoned any
contract within the last three (03) years and that the bidder does not figure In the list ofdefaulter enterprises
established yearly by the Minister ofPublic Contracts;
c) False declaration or falsified documents
Technical bids:
a) Falsified declaration or falsified documents;
b) Absence of an attestation to a credit line or other sources equivalent to at least 50 000 000 (Fifty Million)
FCFA;
c) Non obtaining 06 out of07 essential criteria (Except the criterion on information on qualification (refernces
in similar supplies));
d) Absenceof producer's authorization for packaging materials;
e) Absenceof bar code;
f) Have less than 80% of technical points.
Financial bids:
a) Non conformity oftender submission;
b) Absence of quantified price.
Essential criteria
Thecriteria relating to the qualification of bidders could indicatively be on the following:
a) General presentation of the bids;
b) Financial capacity;
c) Information onqualification (References in similar supplies);
d) Technical proposals;
e) Proofof acceptance of conditions of contract;
f) Knowledge of the site;
g) Methodology;
h) Execution planning and schedule.
N.B.: The evaluation ofthe technical bid will be done by adding the YES obtained for each criterion. If this mark is less than 80% of YES, the bid will be judged insufficient, disqualified and excluded for financial evaluation.
The contract will be awarded to the Bidder whose bid isdeemed to be in compliance essentially with the Tender File and has the required technical and financial capacities to execute the contract satisfactorily, and whose bid will have been evaluated as the lowest.
It is specified that the tenders will remain committed to their offers for three months from the deadline set for the submission oftenders. Bidders shall be bound by their bids for a period ofninety (90) days with effect from the date of opening of bids
