The General Manager of UNVDA Ndop hereby launches an Open National Invitation to tender In emergency procedure for the acquisition ofspare parts for civil engineering equipment and agricultural tractors with implements in UNVDA Ndop (SINGLE LOT).
The service.s to be provided through this tender consist of the supply pf spare parts for civil engineering equipment and agricultural tractors with implements, including all the administrative formalities for their movements.
The estimated costs of the projectis as follows:
❖ 178 875 000 (One Hundred and Seventy Eight Million Eight Hundred and Seventy Five Thousand) francs CPA Tax Inclusive;
Thesuppliesshall be inone (01) lot defined as follows;
❖ Acquisition of spare parts for civil engineering equipment and agricultural tractors with implements.
This open invitation to tender is open to all Cameroonian company operating in this sector of activity and having experience in the supply ofspares parts
This tender shall be financed by the "Gontrat d'Objectifs Minimum" State/UNVDA, MINFI CHAP 93, 2020 financial year.

Complete offers written in English or French in seven (07) copies, including the original and six (06) copies, marked as such, sealed in an envelope shall be deposited at the General Secretariat UNVDA, P.O. The maximum delivery deadline provided for by the Project Owner for delivery ofthe supplies related tothis tender shall be Three (03) months.
Each bidder must include in their administrative documents a bid bond issued by a first rate bank approved by the Minister of Finance and recognized by COBAC featuring on the list in document of the tender file of amount of: 3 577000 (Three Million Five Hundred and Seventy Seven Thousand) francs CFA.
The bid bond will remain valid for (30) days beyond the original date set for the validity ofoffers (90 days).
N.B: Certified checks will not be accepted.
Under pain of rejection, the other administrative documents required must be produced in originals or certified true copies by the issuing service orcompetent authority in accordance with the Special Conditions of the invitation to tender.
They must not be older than three (3) months preceding the original date of submission of bids or must not have been established after the signing of the tender notice. Any incomplete offer in accordance with the prescriptions of this notice and Tender File shall be declared inadmissible.
This applies especially the absence of a bid bond issued by a first-rate bank approved by the Ministry in charge of Finance.
The bids shall be opened in a single phase on the 18 JUIN 2020 at 11 o'clock local time by the UNVDA Internal Tenders Board situated at the conference hall of UNVDA at Ndop, in the presence of bidders or duly
authorized representatives having full knowledge ofthe file
EVALUATION CRITERIA
Eliminatorv criteria
Administrative Documents:
a) Absence ofa bid bond issued by a first-rate bank approved by the Ministry in charge of Finance;
b) Absence of an honorary attestation signed by the bidder attesting that the bidder has not abandoned any
contract within the last three (03) years and that the bidder does not figure in the list ofdefaulter enterprises
established yearly by the Minister of Public Contracts;
c) False declaration or falsified documents
Technical bids:
a) Falsified declaration or falsified documents;
b) Absence of an attestation to a credit line orother sources equivalent to at least 90 000 000 (Ninety Million
FCFA;
c) Non obtaining 06 out of 07 essential criteria (except the criterion on information on qualification (references
in similar supplies));
d) Flave less than 80% oftechnical points.
Financial bids:
a) Non conformity oftender submission;
b) Absence ofquantified price.
Essential criteria
The criteria relating to the qualification of bidders could indicatively be on the following:
a) General presentation ofthe bids;
b) Financial capacity;
c) Information on qualification (References in similar supplies);
d) Technical proposals;
e) Proof ofacceptance ofconditions ofcontract;
f) Knowledge ofthe site;
g) Methodology;
h) Execution planning and schedule.
N.B.: The evaluation ofthetechnical bid will be done by adding the YES obtained for each criterion. If this mark is less than-80% of YES, the bid will be judged insufficient, disqualified and excluded for financial evaluation
The contractwill be awarded to the Bidder whose bid is deemed to be essentially in compliance with the Tender File and has the required technical and financial capacities to execute the contract satisfactorily, and whose bid will have been evaluated as the lowest.
It is specified thatthe bidders will remain committed to their offers for three (03) months from the deadline set for the submission of tenders. Bidders shall be bound by their bids for a period of ninety (90) days with effect from the date of opening of bids
