Within the framework of the 2016 Public Investment Budget, the Divisional Delegate of Public Contracts Fako on behalf of the Mayor of Limbe 1 Council hereby launches an Open National Invitation to Tender by Emergency Procedure FOR THE CONSTRUCTION OF A BRIDGE AT BUSUMBU IN LIMBE 1 COUNCIL, LIMBE 1 SUBDIVISION.

2.Consistance des prestations New(Additif)

The works comprise the outcome of the preliminary studies carried out and the detailed information provided for in the technical specifications.

3.Cout Prévisionnel New(Additif)

The estimated cost alter preliminary studies is 10 000 000 F CFA.

4.Participation et origine New(Additif)

Participation is open to duly legalized Cameroonian enterprises that fulfill the requirements of this invitation to tender.

5.Financement New(Additif)

Services which foret the subject of this invitation to tender shall be funded by "la Dotation Generale des Commune: ARRETE CONJOINT N^°: 00000125/MINATD/MINEPAT/du 15 juin 2015"

6.Consultation du Dossier New(Additif)

The file may be consulted during working hours (7:30am — 3:30pm) at the office of the Divisional Delegation of Public Contracts Fako as soon as this notice is published.

7.Acquisition du Dossier New(Additif)

The file may be obtained from the office of the Divisional Delegation of Public Contracts Fako as soon as this notice is pubiished against payment of a non-refundable sum of 25.000 FCFA for the tender to the Limbe 1 municipal Treasury with an acknowledgement receipt thereof.

8.Remises des offres New(Additif)

Each bid drafted in English or French in seven (07) copies including the original and six (06) copies marked as such, should reach the office of the Divisional Delegation of Public Contracts Fako not later than 16/12/2016 at 9 am and should carry the inscription:

9.Delai de Livraison New(Additif)

The maximum deadline provided for by the Project Owner for the execution of the works forming the subject of this invitation to tender is three (03) months.

10.Cautionnement Provisoire New(Additif)

Under penalty of being rejected, only originals or certified true copies from the issuing service or administrative authorities (Senior Divisional Officers, Divisional Officers, etc.) of the documents required must imperatively be produced in accordance with the Special Conditions of the Invitation to tender. They must not be eider than three (03) months.

Any bid not in conformity with the prescriptions of this notice and tender file shah be declared inadmissible. Especially the absence of a bid bond issued by an approved bank by the Ministry in charge of Finance or the non-respect of the models of the Tender File documents shalHead to outright rejection of the bid without appeal.

Any document poorly drawn-up, not hourd as per Article 24 of the Public Contracts Code or Trot produced in Severi (7) copies shah be rejected.

12.Ouverture des Plis New(Additif)

The bids shah be opened in a single (01) phase on the 16/12/2016 at 10.00 am local time by the Fako Divisional Tenders Board in the Conference Hall of the Divisional Delegation of Public Contracts Fako, located at the Finance Building. Only bidders may attend or their duly accredited representatives with Power of Attorney.

13.Critères d'évaluation New(Additif)

Main Eliminatory Criteria

A bid shah be rejected if:

It lacks any Administrative document;

The technical score is less than the minimum required;

It bas any fake or forged document;

Absence of quantified unit price.

Noncompliance with the model bid documents (Documents 9 and 10).

It carnes any false information.

Enterprise bas any abandoned project

Enterprise has any cancelled contract within the past 24 months

ii.. Main Qualification criteria

The criteria for qualification of candidates should be on the following:

Access to credit or other financial sources (10 million francs at least): Yes / No
References of similar jobs: Yes / No
Availability of material and essential equipment : Yes / No

Experience of supervisory staff: Yes / No

Methodology Yes/No
Turnover as in business license above or equal to 10 million francs CFA;

v Qualified personnel relevant to the job.

Non-respect of two (02) of the above criteria shah entail rejection of the bid.

NB: the marking scale for bids by award of points is banned in favor of the binary method (Yes or No).

14.Attribution New(Additif)

The Contact shall be awarded to the lowest bidder fulfilling the best technical and financial conditions.

15.Durée Validité des Offres New(Additif)

Bidders will remain committed to their bids for ninety (90) days from the deadline set for the submission o tenders
