2.Objet New(Additif)

Within the framework of Mandate of the North West Development Authority (MIDENO) to ensure the sustainable development and management of naturel resources to enhancefood security and improve the livelihoods of the rural population of the North West Region, MIDENO intends to recruit a consultant to carry out the feasibility study for the project to back-up rural communities of the North West Région of Cameroon on climate change impact adaptation, mitigation, disaster risk reduction, sustainable agricultural practices and renewable energy options for enhanced food security and Improved. In this vein, MIDENO, through its Director General requests for the submission of manifestation of interests for the recruitment of a consulting firm.

3.Consistance des prestations New(Additif)

The services involved in these Expressions of Manifestation of Interest shall include: Conducting a feasibility study with a view of providing documentation that thoroughly investigates the causes, effects and trends of the following climate challenges, and the Mitigation and adaptation responses, disaster and risk management, sustainable agricultural practices and renewable energy options to combat climate change impact in the North West Region:
• To propose a bottom -up approach that builds on farmer expériences, their understanding and knowledge of changing global weather patterns, assessing the local weather and climate trends and patterns, and understanding the main environmental phonomenon in relation to their changing climate and adaptation options that will enhance their perception and increase local capacity to adapt and to respond..

• Investigate Climate change and variability including the frequency and intensity of climate hazards such as floods, droughts, landslides, windstorm, thunderstorms, forest fires, etc resulting to widespread damage to infrastructure, destruction offarmiands and crops, displacement offamilles, erosion of assets, damage to wetlands, forest remnants, etc,

• Proposing forest conservation and sustainable agriculture practices while adapting plans and disaster risk management to changing climatic conditions.

• Strategies to improve on waste management for a healthy environment and improved agricultural production through proper organic waste management

• Strategies to improve on infrastructural base(water, roads, energy, heaith, etc.

• Explore alternative livelihoods for the rural poor to reduce impact on the environment

• The effects of climate change and variability on the prevalence of waterborne diseases and the impact of these diseases on the lives of the vulnerable groups in the rural communities

Effects of climate change on agricultural production, food security, diminishing water availability for crops, shorten the growing season and increase of crop losses due to predominance of weeds, diseases and pests.

• Deforestation due to rapid conversion of forest land to farm land and settlement, use of wood for fuel and the production of handicraft

• Poor farming methods such as the slash and burn system of farming that end up rendering the soil barren

 

2.1 SPECIFIC OBJECTIVES OF THE FEASIBILITY STUDY


• To identify Technical, Managerial, Economie, Financial, Cultural, Social, Safety, Political and Environmental problems to besolved, their urgency and propose possible solutions

• Assess gender differences in vulnerability to climate change impact

• Identification of Mitigation and adaptation responses to climate change

• Identify difficulties and strategies invoived in managing of city waste by councils and the population

• Identify and describe the manifest and potential disaster areas/issues in the Region

• Assessment of the level of awareness of communities on the phenomenon of climate change, causes, consequence and coping strategies

• Identify ongoing efforts, resources and critical gaps of communities in their responses to mitigate climate change and adaptation and renewable energy

• Ascertain the Technicai, economie, financial, environmental and socio-cuitural feasibility of the Project; whose output is a feasibility study report

• Give guidance on the design of a project on disaster risk reduction, climate change adaptation and mitigation, renewable energy options for enhanced food security and improved livelihoods for the Region

• Propose a strategy for disaster risk management from the usual 3 Rs (Rescue, Relief and Rehabilitation) to 3 Ps (Preparedness, Prevention and Planning)

• Assess the level of vulnerability and adaptation of different gender categories to climate change within the domains of food crop and livestock production by analyzing local perceptions of climate change and impacts on agriculture and livestock activities in the Region, the different gender categories In agriculture and the effect on their economie status, diversification of livelihood activities in relation to climate change, national climate change adaptation policies and response action and identify gender components for the adaptive strategies that are pursued and the consequences of adaptation

• The study is also expected to propose feasible strategies to address increase in there resilience of vulnerable communities in the Region to climate -induced hazards through the enhancement of the adaptive capacity, effective climate risk management strategies, and sustainable livelihoods options in adaptation of forest conservation and sustainable agriculture practices, water management Systems and plans, disaster management Systems and pians, improvement on waste management for a healthy environment, improved agricultural production through proper organic waste management, improvement on infrastructure base(water, roads, energy. health, education etc), awareness creation and sensitization of stakeholders on the impact of climate change. Identification, training and capacity building of youths in improved agricultural methods and the adoption of new and alternative livelihood opportunities to reduce impact on the environment, provision of inputs and technology for farmers to increase production, putting in place of a microenterprise development strategy for women and youths through identifying new and potential micro enterprises for women and youths, supporting them with seed capital in launching micro enterprises, establishing marketing linkages and value chains for those undertaking micro enterprises. promotion/provision of genetically improved planting materials, Functional adult literacy programmes, etc.

• Come up with a project formulation report with the foliowing aspects clearly established:-The Project goal and objective taking in to consideration the needs of the stakeholders as would be identified at the formulation stage, The components of the project. the various activities to be carried out and the proposed cost for each component, The economie and financial analysis- internal rate of return, The development concepts on which the design and implementation are based, A comprehensive list of goods and services, Summarize the project strategy in a logical framework and An M&E matrix for the project.

 

4.Participation et origine New(Additif)

• Participation in this manifestation of interest is open to all consultancy firms with sufficient technicai competence and national experience in the above mentioned services.

• Consultants may associate to enhance their qualifications and clearly specify the type of association (a joint-venture or sub consultancies), as well as the nature of its business (commercial or not-for profit).

5.Financement New(Additif)

Services which form the subject of this invitation to tender shall be financed by: 2016 PIB-MINADER

6.Remises des offres New(Additif)

Each Manifestation of Interest should consist of an Administrative File and a Technical Proposal sealed in separate envelopes, written in English or in French and submitted In five (5) copies each, of which one (01) original and four (04)copies. All Manifestations of Interest should be submitted at the Secretariat of the Director General of the North West Development Authority (MIDENO), located along the Ayaba Street, opposite Mansfield Plaza Hotel latest 24 August 2016 at 09:00 am prompt local time.

Essential criteria

• Agro Economist with atleast 5 years of relevant working experience carrying out rural develop project feasibillty studies,designand appraisal KËY PERSONNEL:

• Agricultural Enginoer with atleast a Master degree orits équivalence and 5years of experience in agriculture and rural development

• Environmental Engineer orits équivalence with atleast a B.Sc. Degree with atleast 3years of relevant working experience in Environmental Management

• Project Analyst with atleast a B.Sc. Degree in project with atleast 3years of relevant working experience in Rural Development.

• Civil Engineer with atleast 3years of relevant working experience in rural development

• Gender Specialist with atleast a B.Sc. Degree and 3years of relevant experience in rural development
