Within the framework of effectively carrying outits missions fortheincreaseinproduction and productivity, the improvement oftherural living environment and food self-sufficiency, ensuring the production of high yield quality rice to fight against poverty andhunger in Cameroon,the General Manager ofthe Upper Nun Valley Development Authority (UNVDA), Contracting Authority, hereby launches an Open National Invitation to Tender in emergency procedure forthe construction of3000 ml of main irrigation canals in stone masonry Ngweng and Babanki farms andbackpalacefarm of UNVDANdop.
The nature ofworks tobe carried out within the framework of this tender includes:
• Preliminary works (Bush clearing and grubbing ofsite, Surveying/pegging along canals);
• Earth works (Mechanical excavation/opening ofcanals, Reshaping of the canal walls in to
trapezoidal shape. Levelling of the base and excavation of pillars footings. Backfilling and compaction);
• Stone masonry works (Lean concrete for entire floor dosed at I50kg/m3, Construction of retaining walls in shaped black stones using cement mortar dosed at 300kg/m3 on both sides of
the canals, Construction ofcanal floor in shaped lack stones using cement mortar dosed at 300kg/m3 RC pillars spaced at 2.5m centres dosed at 350kg/m3, Mass concrete for floor base dosed at 300kg/m3, Pointing and other related finishings).
The estimated cost of the operation following prior studies stands at 268 314000(Two Hundred and Sixty Eight MillionThree Hundred and Fourteen Thousand) CFA Francs Tax Inclusive.
The works are made up of a single lot.
Participation to this tenderis open to bidders, justifying a proven and verifiable experience in the domain.
Works which form the subject of this tender shall be financed by the "Contrat d'Objectifs Minimum" State/UNVDA. MINFI CHAP 93,2020 Financial Year.

The maximum execution deadline provided for by the Contracting Authority forthe execution of the works subject of this tender shall be Six(06) months.
Each bidder must include in his administrative documents, a bid bond issuedbya first rate-bank approved by the Ministry in charge of Finance featuring on the list in document 11 of this tender file of an amount of:
5 366 000 (Five Million three Hundred and Sixty six Thousand) CFA francs The bid bond will remain valid for (30) days beyond the original date set for the validity of offers (90 days).
N.B: Certified checks will notbe accepted.
Under pain of rejection, the administrative documents required, must be produced in originals or true copies certified by the issuing service or an administrative authority (Senior Divisional Officer, Divisional Officer...) in accordancewith the Special Conditions ofthe tender.
They must not be older than Four (04) months preceding the original date of submission of bids or must not_ have been established after the signing of the tender notice.
Any incomplete offer in accordance with the prescriptions of this notice and tender file shall be declared inadmissible, especially the absence ofa bid bond issued by a first-rate bank approved by the Ministry in charge of Finance.
The opening of the bids will be in a single phase.

Only bidders or their duly authorized representatives who have a perfect knowledge of the documents may attend the opening session. Tenderers should note that they remain bound by their tenders for a period of ninety (90) days from the dead line for submission of bids.

Technical bids:

b) Non obtaining 06 out of 07 essential criteria (except the criterion on references of the Contractor);
c) Have less than 80% of technical points.
Financial bids:
a) Non conformity of tender submission;
