The General Manager of the Special Council Support Fund for Mutual Assistance (FEICOM) hereby launches a solicitation notice for the expression of interest for the recruitment of design and engineering firms desiring to participate in the pre-qualification in the services indicated herein above, to be funded by the Operating Budget of FEICOM for 2017 and subsequent financial years.
This solicitation Notice for the expression of interest has for purpose the pre-qualification Design and Engineering Firms to participate in the Restricted National Invitation to tender for the realization of supervision services relating to the construction of the buildings to accommodate the services of FEICOM Regional Agency of the North in Garoua. It hall mean controlling and supervising construction works of buildings of type GF+2 for the North Agency.
The Offices/Design and Engineering Firms interested in the services mentioned herein above should have proven references in the field of buildings and public works.

This service shall be funded by the operating budget of FEICOM for 2017 and subsequent financial years.
Bids in closed envelopes, sealed and without information on the Office/ Design and Engineering Firm should reach the Mobilization of Financial Resources, Assets Management Department of FEICOM (Contracts and Procurement Service), Room 324, Extension 221, situated at the Head Office of FEICOM in YAOUNDE - Mimboman, latest on 06 FEV 2017 at 13 :00 p.m. prompt. After this deadline, no bid may neither be accapted, modified, nor withdrawn. Bids shall be established in five (05) copies, including one (01) original and four (04) copies, and drafted in English or in French. Each bid constituted in a single envelope shall be labelled:

Candidates desiring to participate in this solicitation notice for the expression of interest, should furnish the following documents in a single volume.
V-1 Part one (Administrative file)
Part one shall comprise administrative documents, in originals or certified true copies, dated not more than three (03) months and valid for the 2016 financial year :
- A stamped letter of expression of interest, dated and signed by the candidate;
- A certified copy of valid business permit of the current financial year;
- A certificate of solvency issued by the registrar of the Court of First Instance of the place of seat of the company;
- An attestation of non exclusion from public contracts issued by ARMP ;
- A certified copy of the taxpayer’s card;
- A debt clearance certificate;
- An attestation of submission issued by the NSIF;
- A certified certificate of location;
- A location plan;
- An attestation of bank domiciliation.
NB : It should be specified the absence or non validity of one of the documents above shall lead to the outright rejection of the candidacy.
V-2 Part two (Technical file)
V-2-1 Composition of the technical file
The technical file should comprise:
V-2-1-1 The list of the realization staff
The required minimum staff for the realization of this service shall be the folowing:
- Experts (Architect, Civil engineering engineer, Elecrical Engineer, fluid Engineer, Geotechnician);
- Technical support staff (civil engineering technician, electrical engineering, plumbing and sanitary, topography);
- Support administrative staff
The Office/Design and Engineering Firm should have Experts with proven knowledge in the field of ths service (civil engineering, Architecture, geotechnical public works and civil engineering (BTP), etc…). To this end, the Office/Design and Engineering Firm or Grouping of consultants should furnish:
- The Curricula Vitae of its staff, dated and signed;
- The true copy of certificate certified by a competent authority;
- The presentation of the composition of the competent team in charge of the realization of the services and defining the postings proposed.
- The attestation of registration in the different Orders.
V-2-1-2 References as concerns similar services
The Office/Design and Engineering Firm shall present references while specifying the list of the fields of specialisation, experience in the services in this notice. In order to be validated, each reference in a service of similar nature and similar importance should be proven by the following elements :
- The copy of the first and last page of the contract ;
- The name of the Contracting Authority ;
- The place of execution of the project ;
- The certificate of proper performance of services or the acceptance report.
Qualification criteria:
Qualification criteria shall be the following:
- Be a national Office/Design and Engineering Firm having experts registered in the different national orders (National Order of Civil Engineering Engineers, National Order of Architects of Cameroon) ;
- Show proof of required administrative, technical and financial capacities especially:
- Present an administrative file compliant to the IV-1 specifications below;
- Have a good experience in the fields of supervision and control of buildings and civil engineering structures;
- Have staff who match the service to realize.
