Considering the necessity to improving on the education conditions of the pupils in the Fonfuka municipality, the Mayor of the Fonfuka CounciL representing the Government of Cameroon, hereby launches an OPEN NATIONAL INVITATION TO TENDER (BY THE EMERGENCY PROCEDURE) FOR THE CONSTRUCTION OFA BLOCK 01 TWO (02) CLASSROOMS IN SOME NURSERY AND PRIMARY SCHOOLS IN THE FONFUKA MUNICIPALITY

Lot 1: G.S Konene - Construction of a block of 2 Classrooms

Lot 2: G.N.S Kimbi - Construction of a block of 2 Classrooms

Lot 3: G.N.S Buabua- Construction of a block of 2 Classrooms

Lot 4: G.S Mulung - Construction of a block of 2 Classrooms

The works comprise the preliminary studies carried out on the site and the detailed information provided in the technical specification and the quantitative estimates FOR THE CONSTRUCTION OFA BLOCK OF TWO (02) CLASSROOMS IN SOME SCHOOLS IN THE FONFUKA MUNICIPALITY

Lot 3: G.N.S Buabua – Construction of a block of 2 Classrooms

 Lot 4: G.S Mulung- Construction of a block of2 Classrooms

 - Walls masonry

 - Roofing

 - Metal work and joinery

-  Electricity

- Painting

 -  Drainage

 - Hygiene and environmental protection

The estimated cost after preliminary studies stands at;

Lot 1: G.S Konene -Construction of a block of 2 Classrooms:  18,480,000 FCFA TTC (Eighteen Million Four Hundred and Eighty Thousand Francsj all taxes inclusive

 Lot 2: G.N.SKimbi -Construction of a block of 2 Classrooms:  21,000,000 FCFA TTC (Twenty One Million Francs) all taxes inclusive

Lot3: G.N.S Buabua-Construction of a block of 2 Classrooms: 22,000,000 FCFA TTC (Twenty-One Million) Francs) all taxes inclusive

 Lot 4: G.S Mulung -Construction of a block of 2 Classrooms:  18,000,000 FCFA TTC (Eighteen Million Francs) all taxes inclusive

The works are subdivided into Four (04) Lots.

 Lot 1: G.S Konene - Construction of a block of 2 Classrooms

 Lot 2: G.N.S Kimbi - Construction of a block of 2 Classrooms

 Lot3: G.N.S Buabua - Construction of a block of 2 Classrooms

 Lot 4: G.S Mulung -Construction of a block of 2 Classrooms

NB- Interested contractor(s) should indicate the number of Lots he/they is/are going-in for

A Bidder, depending on his/her capabilities, can bid for all the Lots and can be awarded all the Jobbing Orders under the same conditions provided for in this invitation to tender.

Participation in this invitation to tender is opened to duly legalized Cameroonian based Companies that fulfil the requirements of this invitation to tender and exercising in the domain of public works having the financial and technical capacity, who are categorised as per the 2018 public contract code and has fulfilled their fiscal obligations in accordance with the 2020 finance law.

NB: home based companies are of advantage, encouraged to tender

The Works which form the subject of this invitation to tender, shall be financed by Public Investment Budget2020 financial year, budget HEAD 15, PROGRAMME 197, ACTION 01, PARAGRAPH 2222 MINISTRY OF BASIC HEAD 27, PROGRAMME 351, ACTION 01, PARAGRAPH 2222 MINDDEVEL Budgetary Authorisation: Lot1:IV03530 ; Lot2:IV03529; Lot 3: IV03528; Lot 4: IV01241

The file may be obtained from the Fonfuka Council Main Office (General Secretanat, Door No.210, Telephone: 675 32 21 75 or 677 32 72 36) as soon as this notice is published against payment of a non-refundable sum of 90,000 CFA Francs (Ninety Thousand Francs), payable at The Fonfuka Council Municipal Treasury against a receipt.

The maximum deadline provided by the Project Owner or Mayor of Fonfuka Council, Contracting Authority for the execution of the works forming the subject of this invitation to tender is Three (03) Months as from the date of issuance of service note to start works

Each bidder must include in his administrative documents, a bid bond issued by a .first-rate banking establishment approved by the Ministry in charge of finance and recognized by COBAC (Commission Bancaire pour l’Afrique Centrale)

 It is set at 2% of the estimated amount, all taxes inclusive, of the project amount, in accordance with the Order in force (Prime Ministerial Order No. 093/CAB/PM of5/11/2002). The bid bond shall be addressed to the Contracting Authority and following the conditions of the invitation to tender and shall be valid for thirty (30) days beyond the date of validity of bids.

Under penalty of being rejected, only originals or certified true copies signed by the Issuing service or administrative authorities (Senior Divisional Officer, Divisional Officers) must imperatively be produced in accordance with the Special Regulations of the Invitation to Tender. They must obligatorily not be older than three (3) months preceding the date of submission of bids or may be established after the signature of the tender notice Any bid not in compliance with the prescriptions of the Tender File shall be rejected. This refers especially to the absence of a bid bond issued by a first-rate bank approved by the Minister in charge of Finance.

The bids shall be evaluated according to the main critcria as follows:
i. Ellminatory criteria
The non-respect of thefallowlng criteria leads to the rejection of the bid model by the bidder,
They refer especlally to:
♦Falsified bid bond
♦ False declaration or forged documents
♦ Non-compliance wlth major tcchnical specifications (to be listed)
♦ Non-respect of more than two essential criteria
♦ Absence of quantifled unit price
♦ Non-compllance with the model bid.
♦ Non-production requirements in valid certified copies;
♦ Antecedent of bad execution of similar work or on-going legal suit with Government
♦ Non-compliance with the models of the Tender Files

NB  All other provisions remain unchanged

The contract shall be award to the bidder whose bid fulfils the technical and financial criteria and is deemed to the lowest.

Bidders will remain committed to their bids for 90 Days from the deadline set for the submission of bids.
