The Mayor of Belo Council, theContracting Authority, onbehalfofthe Republic of Cameroon hereby launches an open invitationto tender, emergency procedures for the construction of 01 block of 02 classrooms IN GS NJINAGWA, MBESA, BELO Sub- Division, BOYO Division.

The works comprise notably: (position or volume of works)
- Lot 100: Preparatory works
- Lot 200: Foundation
- Lot 300: Masonry work
- Lot 400: Roofwork
- Lot 500: Metal work/wood work
- Lot 600: Electricity
- Lot 700: Painting
- Lot 800: Surface drainage
- Lot 900: Environmental Impact Assessment

AMOUNT OF THE PROJECT PER LOT 18 000 000 Fcfa

Participation is open under the same conditions to all  Cameroonian companies and businesses concerned that have proven experience In the field of building and civil engineering in general.

The works subject to this invitation to tender shail be financed by the Public Investment Budget MINEDUB 2020.

The file may be consulted during working hours at the secretariat of the Mayor of Belo council door no. 304.

The tender file may be acquired from the Belo Council upon presentation of an on refundable treasury receipt of 36 000 (thirty six thousand) francs FCFA.Such a receipt shall identify the payer as representing the company that wants to participate in the tender.

The tender file in three (03)volumes shall be closed in three sealed envelopes.
Envelope A containing the administrative offer(Volume1)
Envelope B containing the technical offer (Volume 2)
Envelope C containing the financial offer (Volumes)
The three volumes shall be closed in a single envelope bearingonlythe reference of the tender in question.
The different documents of each offer shall be numbered as indicated in the tender and separated by dividers
of the same colour.

Each offer or bid drafted in English or French in seven (07)copies including the original and six (06) copies marked assuch in accordance with the prescriptions of the tender file should be submitted against a receipt at the Belo Council not later than 03/07/2020 at 10am local time and should carry the inscription:

Bidders have twenty(20)days for the submission of their bids from the publication of the ender notice.

The maximum execution deadline shall be three (03) months, including the rainy season and other vagaries,with effect from the date of notification of the administrative order of work commencement.

Each bidder must include inhis administrative documents abid bond issued bya first rate bank approved by the Ministry of incharge of finance featuring in annex of the tender fileof the sum of 360000 (Three hundred and sixty thousandfrancs) FCFA.
The provisional deposit shall be automatically released not later than 30 (thirty) days following the expiry of validity of bids for the bidders whoshallnotbe retained. In the case where the bidder is awarded the contract the provisional deposit shall be released after the constitution of the final bond.

The bids not respecting the separation mode of the financial bid from the administrative and technical bids shallbe rejected.
Any bid not in conformity with the prescription of this tender notice and tender file shallbe declared inadmissible. Especially the absence of a bid bond of a first rate bank approved by the Ministry of Finance and validforaperiod of thirty(30)daysshallberejected.
Leasttheyare rejected, only the original or certified true copies by the issuing service or administrative authorities of the administrative documents are accepted. They must be obligatorily not be older than three (03) months and must be valid during the bid opening session.

The opening of bids in one phase shall be done on 03/07/2020 at 11am in the conference hallof the Belo Councilby the competent tender board.
Only bidders may attend or be duly represented by a person of their choice, who has a full knowledge of the fileand mandated in that capacity.

 Evaluation of bids
The evaluation of the bids shall be done in three (03) steps
> 1st step: Verification ofthe conformity ofthe administrative file
> 2nd step: Evaluation of the technical file
> 3rd step: Analysis ofthe financial file
The criteria of evaluation arethe following

•Any offer not inconformity with the prescriptions of this tender file shall be declared inadmissible
especially the lack of the provisional guarantee;
• False declaration or falsified documents.

• Incomplete or non-complaint documents
• False declaration of forged or scanned documents ;
• Nonexistence inthe technical file of the rubric "organization, methodology and planning"
•Absence of thepre-financingcapacity of atleast four million five hundred thousand(4500 000)FCFA
• Technical assessment mark lower than 80% of "yes"
-Financial offer;
• Incomplete financial offer;
• Non complaint documents;
• Omission of qualified unit price infinancial offer;
• Absence of breakdown ofprice
• Modifications of the model break down of unit price

The jobbing order shall be awarded to the bidder whose bid is in conformity to the dispositions of the tender file and the basis of the lowest bid and technical quality.(See article 33 of the public contracts code).

The bidders shall remain committed to their bids during a period of (ninety)90days from the deadline set for the submission of bids.
