As part of securing and modernizing its infrastructure, the Rector of the University of Yaounde I, Contracting Authority, is launching a National Opened Competitive Bidding in emergency procedure for the execution of rehabilitation works at the Faculty of Education of the University of Yaounde I.

The works to be executed within the framework of the present Call for tenders include the following building trades:

• Skeleton – cover and waterproofness;
• Purification and VRD;
• Electricity;
• Plumbing and toilet;
• Joineries wood and metallic;
• Painting ;
• Cover.

The estimated cost after preliminary studies is 81,980,000 (eighty one million ninetieth thousand) CFA francs.

The works of this Call for tenders are established by a unique lot.

This Bidding is open to companies or groupings of companies installed in Cameroon and involved in civil engineering works.

The works which form the subject of this invitation to tender shall be financed by the Investment Budget of the University of Yaounde I of the fiscal 2015; budget head No. 220020-220101.

The tender document can be obtained from the Secretariat of the Directorate for Infrastructure, Planning and Development at the University of Yaoundé I, door 114, BP. 337 Yaoundé Tel / Fax (237) 242 89 58 72, from dissemination of this Notice, upon presentation of the original receipt of payment of a non-refundable fee of 80,000 (eighty thousand) CFA francs in the ARMP Special Allocation Account (CAS) No. 10001 06860 33598860001 94, opened in the books of BICEC.

Each bid drafted in English or French in seven (07) copies, one (01) original and six (06) copies marked as such, should reach the secretariat of the Directorate for Infrastructure, Planning and Development at the University of Yaoundé I, door 114, BP. 337 Yaoundé Tel / Fax (237) 242 89 58 72, no later than the December 16^th 2016 at 1:00 pm, and should carry the inscription:

“NOTICE OF NATIONAL CALL FOR TENDERS OPENED IN EMERGENCY PROCEDURE N°16-07 / AONO / UYI / CIPM / 2016 OF NOVEMBER 25^th 2016  FOR THE EXECUTION OF THE WORKS OF REHABILITATION OF THE BUILDINGS OF THE FACULTY OF EDUCATION OF THE UNIVERSITY OF YAOUNDE I.

To be opened only during the bid-opening session”

The maximum deadline provided by the Project Owner or Delegated Contracting Authority for the execution of the works forming the subject of this invitation to tender is three (03) months.

Each bidder must include in his administrative documents, a bid bond issued by a first-rate banking establishment approved by the Ministry in charge of finance and whose list is found in document No. 12 of the Tender File, of an amount of 1,500,000 (one million five hundred thousand) CFA francs. 

The bid bond should be valid for thirty (30) days beyond the date of validity of bids.

Under penalty of being rejected, only originals or true copies certified by the issuing service or administrative authorities (Senior Divisional Officer, Divisional Officers) must imperatively be produced in accordance with the Special Regulations of the invitation to tender.

They must obligatorily be not older than three (3) months preceding the date of submission of bids or may be established after the signature of the tender notice

Any bid not in compliance with the prescriptions of the Tender File shall be declared inadmissible. This refers especially to the absence of a bid bond issued by a first-rate bank approved by the Minister in charge of Finance.

All the bids will be opened in a single phase at the University of Yaounde I by the Internal Tenders Board on the December 16^th 2016 at 2:00 pm.

Only bidders may attend the opening session or be represented by a person of their choice duly authorized.

A. Eliminatory criteria

1. Absence or non-compliance of an exhibit of administrative documents;
2. Absence or non-compliance of a technical exhibit of the case;
3. Turnover on franchise tax 2016 lower than fifty million (50,000,000) CFA francs;
4. Omission of a price quantified in the financial offer;
5. Absence of the sub-detail of the prices;
6. Not satisfaction of at least 80 % of the essential criteria.

B. Essential criteria

The evaluation of the technical bids will be made according to the binary system (Yes / No) on the basis of the key criteria below:

Only bids that have obtained at least 80 % of the essential criteria will be listed in the financial analysis.

The Contract shall be awarded to the bidder whose bid, meeting the technical and administrative requirements; has been evaluated as the lowest.

A bidder may be awarded more than one lot.

Bidders will remain committed to their bids for 90 days from the deadline set for the submission of the bids.
