The maximum rime limit for the execution of works is three (3) months.
Under penalty of being rejected, each bidder must include in his administrative documents, a bid bond of six hundred thousand (600 000) CFA Francs issued by a bank approved by the Ministry in charge of Finance. The validity period of the bid bond shah be one hundred and twenty (120) days from the dateline for the submission of bids.
Under penalty of being rejected, the required administrative documents must be submitted in original or certified true copies by the issuing service, as appropriate, in accordance with the provisions of the Specific Regulations of the Invitation to Tender.
The bids shall be opened in one phase.
The administrative, technical and financial bids shall be opened on 20 th December 2016 at 2 p.m., local time, by the Infernal Tenders Board of the National Hydrocarbons Corporation. Only bidders or their duly empowered representatives with perfect knowledge of the file may attend the opening session.
The evaluation of financial bids shah take place following the analysis of technical offers, only for the bids whose submissions shall not have been eliminated and which shall have complied beforehand with at least seven (7) of the eleven (11) sub-criteria of the essentiel criteria mentioned in the Special Regulations of the Invitation to Tender.
The bids will be evaluated on the basis of the following criteria:
11.1. Eliminatory criteria
a. Incomplete administrative file or false statements;
b. Services proposed by the bidder not in conformity with the provisions of the Specific Technical Clauses of this Tender File;
c. Execution time limit longer Chan the maximum prescribed above;
d. Failure to inclucie in the unit price schedule, a unit price of a quantified task;
e. Non-compliance by the technical offer, with at least seven (7) of the eleven (11) sub-criteria the essential criteria mentioned below.
11.2 Essential criteria (Binary method of evaluation: Yes/No)
a. Bidder's experience in the execution of services similar to those envisaged;
b. Qualifications and references of the key technical personnel the bidder intends to assign to the mission.
