The purpose ofthis invitation to tender is to supervise the construction of 10 boreholes equipped with PMH in the locallties of the Municipality of Kolofata, Mayo-Sava Department.

The Counterparty shall:

Monitor and control work;

Use graphic documents (execution plans) for subsequent evaluations of the work;

Follow the installation of the site in accordance with the plan proposed by the contractor;

Controlling the technical parts, in particular the construction site logs and the minutes of the site meetings;

Check the conformity of the execution of theworks according tothe contractual technical regulations;

Produce monthly reports showing thequantitative andqualitative exécution of the works;

Produce a final report showing the quantitative and qualitative execution of the work

Propose for the signature of the Head oftheMarket Department orders for services necessary for the proper exécution of the works;

Ensure qualityassuranceand enforcement of environmental protection measures;

Ensure preparation of proofing plans.

The whole execution time frame shall be one hundred and twenty (120) days for with effect from the notification date to start the services.

The provisional guarantee shall be valid for a period of one hundred and twenty (120) days from the closing date for submission of tenders. The amount isone hundred and sixty thousand (160,000) CFA francs.
For the successful tenderer, the provisional bondwill remainvalid until the final surety bond is established.

The opening of bids will be done in two (02) times.
The opening of the administrative and technical bids will take place on 27TH December 2016 at 10 am in the meeting room of the Regional Delegation of Public Contracts by the Regional Tender Board.
Only tenderers may attend this opening session or be represented by a single person of their choice who has full knowledge of the file.
Following the analysis of the administrative and technical offers, the opening of financial offers will be carried out in the same conditions, at a later date to be communicated to bidders who had the administrative dossier and got a technical note equal or greater than 70 points out of 100.

Essential Criteria
The technical offers will be graded according to the following essential criteria:
Staff out of 50 points;

Experience of consultant out of 30 points;

Logistics and equipment out of 20 points;
Foliowing the examination of the administrative and technical offers, only the
fmancial offers of tenderers who have submitted a compilant administrative tender and obtained a technical capacity rating of 70 points out of 100 will be analyzed.
Financial offers
A financial note will be given to each company's financiai offer, calculated as follows:
NFi= MMDx100/ MS
With NFi = Financial Note, MMD - Lowest bid amount, MS = Appraised bidder arnount
The final mark (NF) of each tenderer will be obtained as follows:
NF=Nt*60+NFi*40/100 . With NF = Final score; Nt = Technical note

The Contractor shall award the contract to the tenderer whose tender was substantially in conformity with the tender file and who submitted the best-evaluated tender, the tender having obtained the final mark (NF) the highest.
The Contracting Authority may reject abnormally low tenders, provided that the candidate has been requested to provide written justifications but deemed unacceptable.

Bidders will be bound by their tenders for a period of ninety (90) days from the deadline for the submission of tenders.
