This tender aims, the project supervision of construction of four (04) blocks of two (02) classrooms with four(04) latrine blocks inthe Municipality of Kolofata, Mayo -Sava Division.

The Counterparty shall:
Monitor and control work:

Use graphic documents (execution plans) for subsequent evaluations of the work;

Follow the installation ofthe site in accordance with the plan proposed by the contracter;

Controlling the technical parts, in particular the construction site logs and the minutes of the site meetings;

Check the conformity of the execution ofthe works according to the contractual technical regulations; 

Produce monthly reports showing the quantitative and qualitative execution of the Works;

Produce a final reportshowing the quantitative and qualitative execution of the work

Propose for the signature of the Head of the Market Department orders for services necessary for the proper execution of the works;

Ensure quality assurance and enforcement of environmental protection measures;

Ensure preparation of proofing plans

Works under this tender shall be financed by the Budget FEICOM / Tourn of Kolofata, Exercise, 2016. The estimated amount is six million three hundred thousand (6,300,000) CFA francs TTC:

The opening of bids will be done in two (02) times.
The opening ofthe administrative and technicai bids will take place on 27th December 2016 at 10 am in the meeting room of the Regional Delegation of Public Contracts by the Regional Tender Board. .
Only tenderers may attend this opening session or be represented by a single person of their choice who has full knowledge of the file.
Following the analysis of the administrative and technicai offers, the opening of financial offers will becarried out in the same conditions, at a later date to be communicated to bidders who had the administrative dossier and got a technical note equal or greater than 70 points out of 100.

Essential Criteria
The technical offers will be graded according to the following essential criteria:
Staff out of 50 points;

Experience of consultant out of 30 points;

Logistics and equipment outof20 points;
Following the examination of the administrative and technical offers, only the financial offers of tenderers who have submitted a compilant administrative tender and obtained a technical capacity rating of 70 points out of 100will be analyzed.
Financial offers
A financial note will be given to each company's financial offer, calculated as follows:
NFi=MM*100/MS
With NFi =Financial Note, MMD =Lowest bid amount, MS =Appraised bidder amount
The final mark (NF) of each tenderer will be obtained as follows:
NF=Nt*60+NFi+40/100 , With NF = Final score; Nt = Technical note

The Contracter shall award the contract to the tenderer whose tender was substantially in conformity with the tender file and who submitted the best-evaluated tender, the tender having obtained the final mark (NF) the highest
The Contracting Authority may reject abnormally low tenders, provided that the candidate has been requested to provide written justifications but deemed unacceptable.

Bidders will be bound by their tenders for a period of ninety (90) days from the deadline for the submission of tenders.
