As part of the renewing of his vehicle park, the Director General of CNPS hereby launches an Open National Invitation to Tender for the supply within his services of air-conditioned vehicles, type pick-up double cabin four (4) doors 4x4 diesel in the procedure of emergency.

The services of this tender shall concern, the supply of eight (08) air-conditioned vehicles,  type pick-up double cabin four (04) doors 4x4, white or blue color at the National Social Insurance Fund ( CNPS) in Yaoundé.

In all cases the services shall comprise all the details of the estimates attached to this file, including all necessary constraints to their perfect execution.

The estimated costs of the services after preliminary studies shall be FCFA HT 168 000 000 (one hundred and sixty eight million) that is, excluding taxes, FCFA 200 340 000 (two hundred million three hundred and forty thousand) FCFA, including taxes.

The services shall be combined in only one (1) lot.

Participation in this tender shall be open to companies with proven experience in similar services.

The services of this tender shall be financed by the budget of the National Social Insurance Fund, 2016 financial year, budgetary heads Nos.7-2D223 et 9-2D223.

The file may be consulted during working hours at the Contracts Service located at the 9th floor room 903, of the Head Office of CNPS Yaoundé, Independence Square, upon publication of this notice in the Contracts Magazine.

The fie may be obtained at the above indicated place, against the payment of a nonrefundable sum of FCFA 100 000 (one hundred thousand) into the Special Account CAS-ARMP No.335988 open in BICEC branches.

The deadline schedules by the Project Manager for the supply of the vehicles of this Tender shall be 30 (thirty) days.

Each bidder shall attach to his administrative documents, a bid bond of FCFA 4 000 000 (four million), established by a first class bank approved by the Ministry in charge of Finance and whose list features on document 11 of the Tender File.

The guarantee shall be valid for thirty (30) beyond the original date of validity of offers.

Under pain of rejection, other administrative documents must necessarily be produced in originals or certified true copies by the issuing service in accordance with the special conditions of the invitation to tender.

They must obligatorily not be older than three (03) months or must have been established after the signing of the tender file.

Any offer not in conformity with the prescriptions of this notice and tender file shall be declared inadmissible, especially the absence of a bid bond issued by a first class bank approved by the Ministry of Finance or the non-respect of the models of documents of the tender file shall lead to the outright rejection of the file without recourse.

The opening of bids shall be done in one phase

The opening of administrative and technical bids shall be done on JANUARY 3^RD 2017 at 12 noon, local time by the Tenders’ Board Hall of the National Social Insurance Fund in the meeting hall of the above Commission, at the 4^th floor, room 416 of the CNPS building at Avenue Kennedy.

Only bidders shall assist at the opening session or they shall be represented by a personality of their choice duly mandated.

1.     Eliminatory criteria

They are as follows :

• Lack of an administrative documents during the opening of bids;
• False statements of forged documents;
• Lack of quantified unitary price in the financial offer;
• Non validation of at least 70% of the sub-criteria of evaluation.
• Non-compliance with the principal technical specifications spelled out in the CCTP such as

        -   Fiscal power

       -    Weight

       -    Ground clearance

       -    Gearbox type

       -    N° of seats: at least 6 seats

       -    Engine type: 5L / 3L

       -    Paint color:  White or blue

• Non-compliance of (RSE) standards;

        -  staff affiliated to CNPS: higher or equal to 3 (online declaration of 3 past months) detailed list of personnel with their individual registration numbers at CNPS, attach ‘APS’ attesting that the company is up-to-date with the payment of social contributions;

        -  fair remuneration (respect of SMIG: attach DIPE or statement of salaries);

        -  No respect for gender promotion principle: minimum requirements: have at least 20% of the female gender in the company’s workforce, (attach DIPE, list of personnel and gender report);

        -  Liability insurance covering the current year (include insurance policy).

 2.        Essential qualifying criteria 

The Contract shall be awarded to the bidder having :

•  presented a compliant administrative offer ;

•  validated at least 70% (Seventy per cent) of the sub criteria of the technical offer;

•  presented the lowest financial bid..

Bidders shall remain committed to their offers for ninety (90) days  from the deadline fixed for the submission of bids.
