Within the framework of the implementation of its strategic plan 2013-2017, General Management  of the National Social Insurance Fund plans to improve and modernize its archives system through the development and construction of premises and mobile metal shelving systems complying with international standards on the issue  in its operating buildings.
It is in this constancy that  this project is focused, accounting for the budgetary year 2016, which concerns the Social Insurance Centres of Messamendongo and Kribi in two separate lots as follows:

- Lot 1: Construction of an archive room at CPS Messamendongo;
- Lot 2: Construction of an archive room at CPS Kribi.

The works subject of this tender essentially focus for each of the two lots, on the following operations:

•  Prerequisites: transportation and installation of the construction site materials, setting up shacks and construction panel, production of a schedule and implementation plan, realization of preparatory works and implantation of the work;

• Carcass work: Execution of all masonries for the construction of the room of archives (footings, foundation, elevation, posts, top and bottom chainings, lintels, oshtukaturivanie, etc.);
• Roof: Performing a roofing-type woodwork (squared timber and rafters) with a 6/10 cover metal sheets bins, and recessed joints plywood ceiling;
• Carpentry: Supply and fitting of metal doors and windows and hard wood previously treated, including varnishing;
• Sealed Siding: Supply and fitting of slip-resistant tiles stoneware and earthenware cérames, including all subjections;
• Painting: supply and application of water paint on interior and exterior walls, following impregnation and finishing bilayer, including varnishing the ceiling;
• Plumbing: Supply, installation and implementation sanitary facilities and equipment, including all subjections of supply and evacuation;
• Electricity: Realization of lighting circuits composed of duos ruler slides and a standard electrical outlet circuit;
• Others: Production of the reattachment plan, site cleaning and transportation of waste to public dump, acceptance of works.

    The estimated cost of the operation at the end of preliminary studies is:

• 14,999,150 (fourteen million nine hundred and ninety-nine thousand one hundred fifty) FCFA HT excluding taxes, that  is 17,886,486 (seventeen million eight hundred and eighty-six thousand four hundred and eighty six) FCFA TTC including taxes  for lot 1;
• 14,999,150 (fourteen million nine hundred and ninety-nine thousand one hundred fifty) FCFA HT excluding taxes,  that  is 17,886,486 (seventeen million eight hundred and eighty-six thousand four hundred and eighty-six) FCFA TTC including taxes for lot 2.

Works are subdivided into two (02) separate lots defined below:

    - Lot 1: Construction of an archive room at CPS Messamendongo;

    - Lot 2: Construction of an archive room at CPS Kribi.              

 Participation in this tender is open to any company, operating  under Cameroonian law, or Group of companies with proven experience in this type of works.

The works subject of this tender are financed from the budget of the National Social Insurance Fund for the year 2016 on the budgetary head No. 7-2D2206

 The time limit provided by the project manager for the execution of works subject of this tender is divided as follows:

   - 3 months for Lot: 01
    - 3 months for Lot: 02

Each bidder must attach to his administrative documents, a bid bond issued by a first class bank approved by the Ministry of Finance, specifying the amounts as follows:
- 355,000 (Three hundred and fifty five thousand) CFA francs for lot 1
- 355,000 (Three hundred and fifty five thousand) CFA francs for lot 2
The said bond will be valid for thirty (30) days beyond the original expiry date of the offers.   

Under pain of being rejected, the required administrative documents must be submitted in original copies and copies certified as true by the issuing services or competent administrative authorities, in accordance with the stipulation of the specifications of the Tender.

They must be dated less than three (03) months prior to the original date of submission of bids or have been established after the date of signature of the tender Notice.

Incomplete offers, in accordance with the requirements of the bidding documents, will be declared inadmissible. Including the absence of the bid bond issued by a first class bank approved by the Ministry of Finance or the non compliance with the models of the tender documents will cause the outright rejection of the offer without any recourse.

Opening of bids will be done in one phase.

The opening of administrative documents and technical and financial bids will take place on JANUARY 03^RD 2017 AT 12 p.m. local time, by the Internal Tenders Board of the National Social Insurance Fund, in the meeting room of the said Commission on the 4th floor, room 416 of the CNPS Building located at Avenue Kennedy.
Only bidders may attend the opening session or be represented by a person of their choice duly authorized.

1.  Eliminatory criteria

•  Absence of an administrative document to the bid opening;

• False declaration or forged documents ;
• Absence of a quantified unit price in the financial proposal;
• No validation of at least 70% of sub evaluation criteria;
• Non-compliance of CSR standards:

         - Lack or insufficient staff affiliated to the CNPS (CSR): Minimum required: 03 (attach the electronic declaration of the last 03 months);

        - Lack of fair remuneration (non-respect of the minimum wage: attach the DIPE);

        - Failure to comply the principle of gender promotion: Minimum required: have at least 20% of the female gender in the company's workforce. (Attach the DIPE, the staff list and the kind report);

        - Lack of Third party liability insurance covering the current year (attach the insurance policy).

2: Essential criteria of qualification

The jobbing letter will be awarded to the candidate having :

• Presented the administrative offer in conformity ;
• Validated at least 70 per cent of the sub criteria of the technical offer ;

    Maximum number of lots

A contractor may be awarded two (02) lots provided he justifies two  (02) separate teams and two (2) funding capacities of 15 000 000 (Fifteen million) de FCFA each.

Bidders shall remain committed to their offers during ninety (90) days from the deadline fixed for the submission of offers.

    Visit of sites

A guided tour is scheduled by the Project Manager, after publication of this notice.
