This invitation to tender is for the acquisition of an air-conditioned pick-up double cabin for SODECAO.

Participation in this invitation to tender is open to enterprises specialized in the supply of pick-ups based in the Republic of Cameroon.
Funding for this invitation to tender shall be provided by the 2016 SODECAO Budget (budget line RECC: 22750)
The tender file shall be consulted and the obtained after publication of this notice at SODECAO’s Head Office (Building SDAA, Door No. 17) upon presentation of proof of payment of a non-refundable sum of twenty-five (25.000) CFA F.
Fees for purchasing the tender file shall be paid into the CAS-ARMP special account No. 335 988 open in all Bank International du Cameroon for Epargne and the Credit (BICEC) agencies.
Bidders shall register and indicate their full addresses at the time of acquiring the tender file (P.O. Box, Tel, Fax, email).

Each bid, drafted in English or French in (six) 6 copies including one (1) original and five (5) copies labeled as such, shall reach or be deposited against receipt of submission at SODECAO no later than 11st January 2017 at 10 am, local time, and shall be labeled as follows:
“NATIONAL INVITATION TO TENDER NO. 017/AONO/CIPM/SODECAO/2016 FOR THE SUPPLY BY EMERGENCY PROCEDURE OF A PICK-UP DOUBLE CABIN TO SODECAO
“TO BE OPENED ONLY DURING THE BID-OPENING SESSION”.
The maximum delivery deadline shall be ten (10) days.

Each bid must include a bid bond of an amount equal to four hundred thousand (400 000) CFAF issued by a first rate-bank or a financial institution approved by the Ministry in charge of Finance.
Any bid not submitted in six (6) copies and not compliant with the tender file prescriptions shall be rejected.
To avoid possible rejection, the required administrative documents must be originals or certified true copies not older than three (3) months.
The opening of the envelopes containing the administrative, technical and financial documents shall be on the 11 january 2017 at 11 am internal Tenders Board of SODECAO in the presence of each bidder who so desires or his duly mandated representative.
12. Main evaluation criteria
- Incomplete administrative documents or falsified documents,
- Incomplete technical or financial documents,
- Absence of bid bond,
- Non respect of model of documents prescribed in the tender file.
- Non-compliance with required technical specifications.

The non respect of more than two (2) criteria shall lead to elimination of the bid
The internal Tenders Board shall propose to the project owner that the contract be awarded to the bidder who offers the lowest price and who meets all the technical requirements.
Bidders shall be bound by their bids for ninety (90) days as from the deadline set for the submission of tenders.
