The works subject of this contract includes:
-PRELIMINARY WORKS;
-EXCAVATION AND EARTH WORKS;
-ELEVATION WORKS;
-ROOFING WORKS;
-RENDERING AND TILES WORKS;
-CARPENTRY, METALLIC AND ALUMINIUM WORKSPLUMBING WORKS;
-ELECTRICAL WORKS;
-PAINTING;
-LAND SCAPING AND EXTERNAL WORKS -FIRE SAFETY WORKS;
-SURVEILLANCE SYSTEM WORKS;
-NETWORK SYSTEM
In addition , all other suggestions neccessary for the good execution of works according to the specifications of the STC.
The estimated cost of the opeeration after studies stands at ninety five million four hundred thousand (95 40 00)F CFA inclusive of all taxes
The works are regrouped in a single lot.
Participation in this invitation to tender is opensd to all national companies specialized in building and public works.
The work subject of this invitation to tender shall be funded by C2D "REGIONAL CAPITAL 2 " budget. 'Convention CCM 1521 1 G of 28 June218'
Payments shall be done within a maximum time frame of 3 calender days from the date of submission of the approved detailed accounts (bills)
The Tender File may be consulted and obtained from the City Mayor's Secretariat at the Bamenda City Council (TEL; 233 361 313 or 677 773 859) and at the office of the Coordinator of the C2D program (tel: 677 850 332), as soon as this tender notice is published (TEL ; 233 361 313, 677 773 859).

Each offer drafted in English or French in seven (7) hard copies including the original and six (6) copies and a soft copy (CD or USB) marked as such, should reach the office of the Coordinator of the local coordination unit (TEL: 677 850 332) not later than the 08/9/2020 at 12:00 noon precisely and should carry the Inscription:

The maximum execution timeframe provided for the Project Owner for te execution of the work subject of this tender is five (5) calender months
Each bidder must include In his administrative documents, a bid bond Issued by a first rate-bank or
insurance company approved by the Ministry In charge of Finance featuring In this tender file of an
amounts of one million nine hundred and eight thousand (1,908,000) F CFA and valid for ninety (90) days beyond the original date of the validity of the offers.
authorities (Senior Divisional Officer, Divisional Officers etc...) must imperatively be produced in
accordance with the Special Regulations of the Invitation to tender.
They must obligatorily not be older than three (3) months preceding the date of submission of bids or may be established after the signature of the tender notice.
Any bid not in compliance with the prescriptions of the Tender File shall be declared Inadmissible.
The administrative, technical and financial bids shall be opened in a single phase.
The opening of the administrative documents and the technical and financial offers shall take place on the 08 SEPT 2020 at 1:00 o'clock p.m. precisely by the Bamenda City Council Internal Tenders
Board at the Bamenda City Council conference hall.
Bidders may attend orbe represented by a duly mandated person.
The evaluation criteria consist of two types: the qualifying criteria and essential criteria. These criteria are designed to identify and reject bids incomplete or non-compliant to the essential conditions established in the Bidding Documents relating to Offers including the admissibility of administrative documents, compliance of the technical offer to the CAD specifications and qualification of candidates.
1. Elimination criteria
These criteria are designed to identify and reject bids incomplete or non-compliant to essential conditions established in the Bidding Documents relating to Offers including the admissibility of administrative documents and technical qualification of candidates.
These criteria are:
- Absence or insufficient Bid Bond;
- False statements or falsified documents;
- Insufficient financial capacity;The unavailability of a signed statement of integrity, eligibility and social and environmental responsibility as per model attached in the annex of the tender document.
- Financial Capacity / Surface of 80,000,000 F CFA (certificate from a first-class bank).
- Average annual turnover for the past three years (2019, 2018 and 2017) of 100 000 000 F CFA per year signed by a registered chattered accountant in Cameroon (ONECCA).
- A technical score of 22 yes/24
2. Essential criteria
The evaluation of the technical offers will be made following the binary (yes / no) based on the essential qualification criteria below:
- bidder's experience;
- human means;
- material means;
- Methodology approach.
References should be recent enough (under 10 years) and justified with extracts of contract.
The details of these essential criteria are specified in the evaluation matrix contained in the Special Regulations of the invitation to tender of the Bid (Section 4).
The contracts shall be awarded to those bidders whose bids shall be judged essential in compliance with the tender file and are evaluated as the lowest in cost.
Bidders will remain committed to their offers for ninety (90) days from the deadline set for the submission of bids.
